RBS Core Banking and Payments, Technology is responsible for delivering change and ensuring availability of key Core accounting and Payment platforms across all RBS franchises. This comprises of a number of products with global leadership, management, development and test teams of ~250 perm and ~1000 managed service staff. These system process almost 40% of the UK payment traffic across Retail and Corporate clientele as well as the core platforms for the PBB and CPB business.

The role of Test Execution Shared Services Manager is responsible for developing and implementing world-class test execution capability (functional and non-functional) that offers Scalable, High Quality, Consistent, Reliable, Cost Efficient and Agile Testing Services across the Functions & Franchises.

The role holder will have to balance and deliver multiple critical large complex programmes, leading and managing multiple testing teams (often concurrently and remotely located) of varied skill sets to improve systems and deliver an outcome that is customer focused, providing direction and leadership on all testing matters across the gamut of the portfolio, by monitoring and controlling testing deliverables across many different stakeholders.

This role holder will need to manage inter programme conflicts; implement significant portfolio rebalancing and implement agile / Devops in test execution / management. The incumbent must have over 15years of testing experience, including having successfully delivered large and complex test programs, must be agile scrum certified, must have handled large teams of over 60 people with 30+ permanent employees operating across multiple locations and spanning across multiple vendors, must have directly interacted with the levels of program directors and demonstrated tangible financial saves through efficiency gains and best in class tooling and well-connected industry updates.

What the Business Does

The role of Test Execution Shared Services Manager is based in the Testing & Deployment - Core Banking & Payments, Technology department. If you are applying for this role, you will report to the Head of Test Execution.

Your Responsibilities

If you are looking to apply for the role of Test Execution Shared Services Manager, you will be required to:
  • Leading the realisation of Services CAO Big 5 and strategic priorities of technology with Core Banking & Payments Testing & Deployment. Supports the strategy for T&D, structures plans for realisation of strategy, leads the people to realise these plans and targets
  • Accountable for ensuring the output quality from all testing meets the requirements of each applicable Test Strategy within the Programme in line with agreed standards
  • Enable the setting up of test execution as a scalable off the shelf service with clearly defined service orientated parameters, metrics, tools and of course people with the right skill balance of specialism and fungibility
  • Provides direction and leadership on all testing matters within the programme/project including adoption and compliance with Bank-wide change standards whilst also being a strong advocate in the support of improvement principles
  • Accountable for test execution (functional and non functional), scheduling, execution and control including resource plans
  • Deliver testing for a complex and comprehensive portfolio and large programs like for e.g. ICB, Future Clearing Model, Payments Transformation, WPP, Nosia
  • Manages stakeholder relationships with the business, technology and/or third parties including to a senior level across multiple franchises and functions when appropriate
  • Undertakes end to end test execution (functional and non functional) including planning, risk, issue, dependency management, lessons learnt and governance
  • Lead the adoption of a consistent set of controls and controlling artefacts within testing aligned to waterfall and agile methodologies, ensure validity, quality, reusability and repeatability are at the foundation
  • Proactively enable the shift towards agile methodology drawing upon their academic and experiential learning of having delivered large agile programs of work
  • Develops and owns continuous improvement targets and plans e.g., automation, agile and devops adoption. Improve Test Productivity and Time to Market using Automation, Shift Left Initiatives and Service Virtualization
  • Empowers and leads a team through the project lifecycle, sets team member objectives and carries out regular 1:1’s and appraisals alongside RBS' Performance Management Framework and supports capability development
  • Good and indepth understanding of risks and issues and having the ability to foresee and raise risks in time and effectively devise mechanisms to mitigate the same without any impact on delivery
  • Optimize Cost of Testing using Re-usable Automation Tools and Framework and Shared Services
  • Improve Quality and enable Process standardisation by adopting common Testing framework and processes as defined in RBS P3M (portfolio, programme, project) consistently across the board
  • Establish Robust Governance Framework driven through Metrics, KPIs, SLAs to deliver predictable business outcomes
  • This role is primarily accountable for supporting the test automation, data, knowledge management and other across the board activities for the Test Execution Centre
  • Drive cultural change in the team, as we move towards a centre of excellence and instill spirit of ownership and commitment
  • Actively participate in the organisation’s strategic objective to improve the perm base and nurture internal capability to support large change portfolios
  • Effective people development - prepare, empower, energize and motivate people, develop potential leaders, celebrate and publicise success, attract, retain and nurture talent
  • Target an paradigm shift in Employee Engagement scores
  • Strengthen the communication chain and ensure constant communication with all employees. Obtain continuous feedback and demonstrate improvement
  • Ensure timely performance appraisals, career planning, mandatory learnings, time tracking and other hygiene factors, developmental training plans for the team; also ensure job rotation and job enrichment
  • Lead a team of approx 30+ FTE (perms and vendors) across geographical locations in and outside India
  • Set up Test Execution as a Service moving away from the current program and platform based delivery structure
  • Manage a portfolio of projects or large programmes of work owning the end to end deliverables (all phases of test execution) including significant amounts of matrix management, and managing internal resources
  • Lead testing execution activities across multi large multiple platform deliveries (e.g. large and critical programmes like ICB, FCM, payment transformation), seamlessly delivering and enhancing the services as we move towards a service orientated model
  • Resolve contention between programmes competing for same resources / environments.
  • Provide test leadership to support complex programmes with multiple stakeholders.
  • Lead not just Technology / Change delivered programmes but also leading all BAU and assurance deliverables within the assigned portfolio
  • In-depth knowledge of Testing capabilities across all different facets of testing (functional / non-functional / performance / security)
  • Enable the shift towards agile deliveries drawing from academic scrum master certification and experiential learning
  • Develops long term strategies and plans for the long term viability of testing and assurance related to high importance applications and platforms
  • Ensuring proper succession planning to avoid single points of failure / dependency
  • Defining and implementing the agile ways of working within testing and deployment, championing the use of automation and service virtualisation.
  • Drive Productivity & Efficiency targets e.g moving from 6% automation to 50% automation in 2017
  • Ensure optimal utilisation of all the shared activities, knowledge and artefacts across the board
  • Develop and deliver a standard approach to shared services across CB&P which is program agnostic
  • Design and deliver the single operating model for shared services within test execution, that could support the multiple programs and that could be scaled up to support enterprise wide delivery. Align individual programs to the operating model seamlessly
  • Decide staffing model for the portfolio per programme, constantly identifying and nurturing talent, promoting deep domain and technology expertise and balancing the cross trained fungible pool
  • Choice of the right tools and framework, liaising with Test design function and innovation function to embed correct use of agile and automation tooling in test execution
  • Resolve contention between multiple critical competing programmes
  • Signing off decisions on water tight estimations, enhanced efficiencies through dynamic resource allocation based on lessons learned, experience and analytics
  • Choice of tools, re-usability, accelerators etc.

Skills you need
  • Bachelors degree in Management / Computer Science / Engineering
  • ISTQB TM certified
  • PRINCE2 / PMP qualification, Agile (CSM) certified, Dev Ops Foundation
  • Masters degree in Management / Computer Science / Engineering
  • Experience of having successfully established testing as a service and having worked in a services model for over 10 years
  • Lead a team of approx 30+ FTE (perms and vendors) across geographical location in and outside India. Managed ~1m–2m spend and demonstrated over 10% saves YoY
  • Experience of leading an end to end testing capability and taking accountability for such deliveries (e.g. systems testing / UAT / Non functional / Performance) across large portfolios and complex programs
  • Experience of working with multiple stakeholders and ensuring proactive planning, use case adoption, delivery of right tools and technologies aligned to organisational priorities to enable seamless delivery of their projects etc.
  • In depth knowledge of key testing methodologies resulting in the ability to influence and eventually lead thought process on methodology and Governance
  • In depth knowledge of test data management, creating, mining and ensuring that 0% defects arise in testing due to test data, through early engagement, aligning the right resources, deep diving on the requirements etc.
  • Expert hands on experience of having run automation centres of excellence, inorder to identify the right candidates for automation, set up an across the board view for automation, work with the central automation team for PoCs, lay down an automation strategy across the entire CB&P portfolio and ensure delivery to plan yielding high efficiencies of over 15% improvement in productivity YoY through automation
  • RBS Test Standards, Principles and Methodologies
  • Experience of delivering testing activities in a Technology/IT function
  • Experience of delivery test automation and test acceleration tools and industry best in class tools
  • Program and Project Management skills and detailed knowledge of full Systems Development Lifecycle and key delivery stages
  • Accountable for ensuring the output quality from all testing meets the requirements of each applicable Test Strategy within the Programme in line with agreed standards
  • Enable the setting up of test execution as a scalable off the shelf service with clearly defined service orientated parameters, metrics, tools and of course people with the right skill balance of specialism and fungibility
  • Hands on work experience in Test Automation (across a wide gamut of toolset) for both batch and online testing, including progressive and regression test automation
  • Hands on experience of having led Non Functional Testing for large and complex program
  • Adoption of a consistent set of controls and controlling artefacts within testing aligned to waterfall and agile methodologies, ensure validity, quality, reusability and repeatability
  • Excellent Academic and experiential learning of having delivered large programs of work adoption agile concepts and framework
