Position reports to

Dy. Dev. Director

External Interface

(Enlist the external agencies/authorities that you are required to deal with while discharging your duty)

Land/ Revenue Departments for conversion, mutation etc.
Urban and Rural Authorities for building plan sanction.
Fire Dept., UDMA/ ULC, KMDA, SEIAA, PCB, AAI, DFO, Police, Defence Authority, BSNL, PWD, Metro Rail Authority and other regulatory/ statutory bodies especially relevant for real estate development.
Various departments in Kolkata Municipal Corporation (Building, Survey, Assessment, Water, SWM etc.) and other municipal corporations/ municipalities.
Architects and Consultants (structural, geotechnical, traffic, environment, forest, electricity etc.)

Minimum Qualification

(i.e. education, training etc.)

Graduate in any stream.
Preference for MBA/ Law Graduate

Minimum Experience

(in terms of years)

3 to 5 years of experience – approvals and liaison activities
Experience of real estate - should have worked with developers

Special Skills/Attributes

(required for performing the job effectively)

In-depth understanding of regulatory framework
Well-versed with all relevant regulations/bylaws related to land related matters, building plan approval and development
Excellent coordination skills
Excellent in building relationships
Good communication skills (both oral and written)
Good interpersonal skills

Overall Purpose/ Objective of the Job

Approval from various authorities for development/ construction of building and all compliances.
Coordination with internal design team, legal and also with external consultants (Architects and others)
Regularisation and taking care of all land related matters

Key Responsibilities

(List major responsibilities that you have, to achieve the key objectives)

Coordination and obtaining of all requisite NOC/ approvals in timely manner including building plan sanction, completion & occupancy certificate, EC, CTE & CTO
Compliances of Fire Dept., KMC, ULC, MOEF, PCB, AAI, CEIG, internal compliances etc.
Documentation related to approvals and compliances
Payment of property-tax and all other requisite statutory fees
Timely MIS submission and updates to HOD to get timely decision/approvals
Appointment of consultants, documentation & coordinate/follow up for desired services/ reports.
Liaison with agencies, lawyers & internal team for searching land related records in various departments including revenue, municipality, registry office, courts, etc.
Tracking changes in rules and regulations affecting the project and identify risk in advance and mitigate
Demonstrate high attention to details of concerning matters and address them on priority basis
Vigilance and troubleshooting of all matters concerning with approvals and external stakeholders.
