Position Summary
The Tendering & Bidding Manager will be responsible for identifying, evaluating, preparing, and submitting bids for highway, road, bridge, EPC, HAM, BOT, and other infrastructure projects. The incumbent shall lead the complete tendering process, coordinate with internal departments, ensure compliance with bid requirements, and maximize the company's success rate in securing projects.
Key Responsibilities
- Tender Identification & Analysis
- Monitor tender portals, government websites, and procurement platforms for upcoming opportunities.
- Identify suitable tenders from agencies such as NHAI, MoRTH, PWD, NHIDCL, DMRC, Railways, State Highway Authorities, and other infrastructure organizations.
- Analyze tender documents, eligibility criteria, technical requirements, and commercial terms.
- Conduct go/no-go assessments and prepare management approval notes.
- Bid Preparation & Submission
- Prepare and coordinate technical and commercial bid submissions.
- Review RFQ, RFP, EPC, HAM, BOT, O&M, and item-rate contract documents.
- Coordinate with estimation, engineering, finance, legal, contracts, and project teams for bid inputs.
- Ensure timely submission of bids through e-procurement portals and physical submissions where required.
- Prepare bid checklists and maintain compliance with tender requirements.
- Cost Estimation & Commercial Evaluation
- Coordinate preparation of BOQ pricing, cost estimates, and financial models.
- Analyze project risks, resource requirements, and profitability.
- Review commercial terms and conditions and suggest deviations where necessary.
- Support management during bid negotiations and clarifications.
- Documentation & Compliance
- Maintain updated records of company credentials, work completion certificates, financial documents, equipment details, and key personnel CVs.
- Ensure compliance with tender conditions, statutory requirements, and client-specific guidelines.
- Coordinate preparation of pre-qualification documents and JV/Consortium agreements.
- E-Tendering Management
- Manage registrations and updates on government and client procurement portals.
- Handle DSC (Digital Signature Certificate) requirements and e-tender submissions.
- Resolve portal-related issues and ensure smooth online bid participation.
- Client & Stakeholder Coordination
- Liaise with clients, consultants, government authorities, and partners regarding tender queries.
- Attend pre-bid meetings and site visits.
- Coordinate with joint venture partners, subcontractors, and vendors during bid preparation.
- MIS & Reporting
- Maintain tender pipeline and bid status reports.
- Prepare monthly reports on bid submissions, wins, losses, and future opportunities.
- Track bid success ratios and recommend process improvements.
Key Skills & Competencies
- Strong knowledge of Highway Construction, Road Infrastructure, EPC, HAM, BOT, and O&M projects.
- Expertise in tendering procedures of NHAI, MoRTH, NHIDCL, PWD, Railways, and State Government Departments.
- Proficiency in cost estimation, BOQ analysis, and contract conditions.
- Knowledge of GeM, CPP Portal, NHAI Portal, and other e-procurement platforms.
- Strong analytical, negotiation, and documentation skills.
- Excellent communication and stakeholder management abilities.
- Proficiency in MS Excel, Word, PowerPoint, and tender management systems.
Qualification
- B.Tech / B.E. (Civil Engineering) preferred.
- MBA (Project Management/Finance/Marketing) will be an added advantage.
Experience
- Minimum 10–15 years of experience in Tendering & Bidding for Highway Construction and Infrastructure Projects.
- Proven experience in handling NHAI, MoRTH, NHIDCL, PWD, and large EPC/HAM projects.
- Demonstrated track record of successful bid submissions and project awards.

Pay: ₹200,000.00 - ₹250,000.00 per month
