Job Summary
The Senior Finance Consultant will provide strategic financial management support for implementation of PM-USHA across the State. The consultant will be responsible for financial planning, budgeting, fund flow management, expenditure monitoring, utilization certificates, audit coordination, financial reporting, compliance with Government of India guidelines, and monitoring financial performance of Higher Education Institutions (HEIs).
The consultant shall ensure efficient utilization of project funds while maintaining compliance with General Financial Rules (GFR), Treasury Rules, PFMS, PM-USHA Financial Management Guidelines, and Government accounting standards.
Educational Qualification
Essential
- Master's Degree in Commerce (M.Com), Finance, Accounting, Economics, MBA (Finance), CA (Inter/Final), CMA, or equivalent from a recognized University.
Preferred
- CA / CMA Qualified
- Certification in Government Financial Management
- Knowledge of PFMS, IFMS, Government Accounting
- Experience
Minimum 7 years of relevant experience in Finance, Accounts, Budgeting, Government Financial Management, or externally aided projects.
Preference shall be given to candidates having experience in:
- PM-USHA
- RUSA
- Government Projects
- World Bank / ADB / JICA funded projects
