About the Role
Arbrit Consultancy and Safety Training LLC is seeking an experienced and technically competent Training Manager / Technical Head to lead our HSE and technical training operations.
The successful candidate will be responsible for maintaining the technical quality, trainer competency, course development, accreditation compliance and continuous improvement of our training programs.
We are looking for a hands-on technical leader with strong experience in HSE training, training centre management, international awarding bodies and UAE/GCC Industrial training requirements.
Key Responsibilities
Training & Technical Management
- Lead and manage the overall technical and academic functions of the training centre.
- Ensure all training programs meet company, client, regulatory and awarding-body requirements.
- Review and approve course materials, presentations, lesson plans, assessments and practical activities.
- Develop new HSE and technical training programs based on client and market requirements.
- Maintain standardization and consistency across all trainers and training locations.
- Ensure only competent and appropriately approved trainers are assigned to courses.
- Conduct trainer observations, competency evaluations and performance reviews.
- Develop and implement Train-the-Trainer and trainer development programs.
- Provide technical guidance and mentoring to trainers.
Accreditation & Compliance
Manage and support compliance with applicable approvals, accreditations and awarding bodies.
Responsibilities include:
- Maintaining accreditation requirements and technical records.
- Preparing documentation for new accreditation applications.
- Supporting surveillance and external audits.
- Closing audit findings and corrective actions within required timelines.
- Maintaining trainer qualification and approval records.
- Monitoring expiry dates of trainer certifications and approvals.
- Ensuring approved course materials and assessment procedures are followed.
- Maintaining evidence required for regulatory and awarding-body audits.
- Coordinating with accreditation and awarding-body representatives on technical matters.
Experience dealing with organisations such as ACTVET, ADNOC, IOSH, LEEA, RTITB, PASMA, IPAF, HSI, NFPA or similar international awarding/accreditation bodies will be a significant advantage.
Curriculum & Course Development
- Develop new courses based on market and client requirements.
- Review and update existing course materials.
- Prepare and approve:
- Course outlines
- Training presentations
- Lesson plans
- Trainer guides
- Learner handouts
- Written assessments
- Practical assessment checklists
- Case studies and exercises
- Ensure training materials reflect current legislation, standards and industry best practices.
- Lead curriculum review meetings and maintain curriculum review records.
Trainer Management
- Recruit and technically evaluate new trainers.
- Conduct trainer interviews and demonstration assessments.
- Maintain a Trainer Competency Matrix.
- Identify competency gaps and prepare development plans.
- Allocate trainers according to qualifications, approvals and competency.
- Conduct periodic classroom and practical observations.
- Monitor trainer feedback and client complaints.
- Ensure trainers maintain required CPD.
- Organise internal technical meetings and trainer standardisation sessions.
Assessment & Quality Assurance
- Maintain the integrity of examinations and assessments.
- Ensure written and practical assessments comply with approved procedures.
- Implement effective invigilation and examination controls.
- Investigate assessment irregularities or suspected malpractice.
- Conduct internal verification/moderation where required.
- Review learner and client feedback.
- Analyse training quality trends and implement corrective actions.
- Support internal audits and management reviews.
Client & Technical Support
- Attend technical meetings with major clients when required.
- Understand client training requirements and propose appropriate training solutions.
- Support the Sales Team with technical clarification for complex training enquiries.
- Review technical sections of major quotations and proposals.
- Conduct training needs analysis for corporate clients.
- Develop customised training solutions for Oil & Gas, Construction, Utilities, Manufacturing and Industrial clients.
- Handle technical complaints and ensure appropriate corrective action.
Training Operations
Work closely with Operations and Academics to ensure:
- Correct trainer allocation
- Availability of appropriate training equipment
- Suitable practical training arrangements
- Correct course duration and learner numbers
- Proper documentation
- Assessment arrangements
- Timely course completion
- Certification compliance
The Training Manager / Technical Head will focus primarily on technical quality and compliance, while coordinating closely with Operations for scheduling and logistics.
Minimum Qualifications
- Bachelor's Degree/Diploma in Engineering, Occupational Health & Safety, Fire & Safety or a related technical discipline.
- NEBOSH IGC or equivalent recognised HSE qualification.
- Recognised Train-the-Trainer qualification.
- Additional professional HSE qualifications are highly preferred.
Experience Required
- Minimum 8–10 years of HSE / technical experience.
- Minimum 5 years of training experience.
- Previous experience as a Training Manager, Technical Manager, Lead Trainer, Academic Manager or similar position is strongly preferred.
- Proven experience managing trainers and technical training programs.
- Experience with HSE training centres, vocational training institutes or international awarding bodies.
- Strong understanding of UAE/GCC Oil & Gas, Construction and Industrial sectors.

- Experience managing international awarding-body audits
