Manager – Tenders & Bids
Location: Guwahati, Assam (Head Office)
Experience: 5–8 years in government tendering, preferably in services (communication, media, events, IEC, advertising, consulting or allied domains)
Qualification: Bachelor's degree in Business Administration, Commerce, Law, Engineering, Mass Communication or a related field; MBA/PGDM preferred

Role Summary
We are looking for a Manager – Tenders & Bids to own the complete tender lifecycle: tracking, identifying and shortlisting opportunities, driving go/no-go decisions, preparing and submitting compliant technical and financial bids, and managing post-award documentation through to EMD and security recovery. This is a hands-on role for someone who can read an RFP the way an evaluation committee does, knows where bids are won and lost in a QCBS evaluation, and treats a documentation error as a lost opportunity rather than a small slip. The role works closely with the Director and will also operate the company's tender documentation process, which supports tender analysis, compliance mapping and bid drafting.
Key Responsibilities
Tender identification & evaluation
- Track and shortlist relevant tenders daily across GeM, CPPP, State e-procurement portals and department websites.
- Analyse tender documents — eligibility and pre-qualification criteria, scope of work, evaluation methodology (L1/QCBS/two-stage), payment terms, penalties and contract conditions — and prepare concise go/no-go summaries for management.
- Identify restrictive or ambiguous clauses and draft pre-bid queries; represent the company at pre-bid meetings, in person or online.
Bid preparation & submission
- Prepare complete, compliant technical bids: compliance matrices, eligibility annexures, experience documentation, declarations, undertakings, POAs and all prescribed formats.
- Curate and present the company's work experience so that it speaks directly to each tender's scope and evaluation criteria — selecting the right projects, work orders and CA certificates for every bid.
- Work with business development/ brand servicing/ HR team on technical proposal content — methodology, work plans, team deployment and case studies — and on financial bid strategy, BOQs and rate workings.
- Manage bid submission end-to-end on e-procurement portals, including DSC handling, document uploads, EMD/tender-fee payments and submission well before deadlines.
Repository, compliance & renewals
- Own the master document repository — statutory registrations, financials, certifications, empanelment letters, work orders and experience certificates — keeping it current, indexed and audit-ready.
- Track validity and renewals of certifications, empanelments, solvency certificates and registrations; coordinate with the CA, banks and certification bodies for fresh certificates, turnover certificates, BGs and solvency letters as tenders demand.
- Maintain vendor registrations and company profiles across GeM and e-procurement portals.
Post-bid & post-award management
- Track bid openings, technical evaluations, presentations and financial bid results; coordinate clarifications sought by tendering authorities.
- On award: manage LOA acceptance, agreement execution, performance security submission and kick-off documentation; ensure timely recovery of EMDs and performance guarantees on completion or non-award/ validity/ contract period.
- Maintain the tender MIS — pipeline, participation, win/loss analysis with reasons, EMD/PBG ledger — and report to management at a defined rhythm.
What We Are Looking For
- Strong working knowledge of government procurement — GFR, tender structures, EMD/PBG mechanics, empanelment processes and e-procurement workflows.
- Demonstrated experience preparing winning technical bids for service tenders, ideally where quality-cum-cost (QCBS) evaluation and proposal writing decide outcomes.
- Meticulous documentation habits and genuine attention to detail — most tender losses are documentation losses, and this role exists to prevent them.
- Ability to independently run multiple live tenders in parallel under hard deadlines.
- Strong written English for proposals and formal correspondence; working comfort with Hindi is an advantage.
- Proficiency in MS Office and PDF tools; comfort adopting AI-assisted drafting and analysis tools as part of the daily workflow.

- Zero bids rejected on documentation or compliance grounds.
- A healthy, well-qualified tender pipeline with clear go/no-go rationale for every opportunity.
- Improved technical scores and win rate on QCBS bids over time.
- No lapsed empanelments, certificates or unrecovered EMDs/ Bid Securities.
