2. Role Summary
We are looking for an experienced Billing & QS Manager with strong expertise in high-rise residential and commercial construction.
The candidate will be responsible for quantity surveying, estimation, contractor billing, BOQ management, cost control, quantity reconciliation, variation management and final accounts for large-scale real estate projects.
The role requires strong coordination with Project, Planning, Site, Commercial, Purchase, Finance, Consultants and Contractors to ensure accurate billing, effective cost control and timely commercial closure.
3. Key Responsibilities
A. Quantity Surveying & BOQ Management
- Prepare and review BOQs, quantity take-offs and detailed estimates from approved architectural and structural drawings.
- Calculate and verify quantities for RCC, reinforcement, shuttering, masonry, plaster, waterproofing, flooring and finishing works.
- Maintain tower-wise, floor-wise and activity-wise quantity records.
- Reconcile approved BOQ quantities with actual site execution.
- Monitor excess, short, omitted and substituted quantities.
- Identify quantity variations and assess their commercial impact.
B. Contractor Billing & Measurement
- Verify, certify and process RA Bills / Running Account Bills of contractors and subcontractors.
- Check Measurement Books (MBs) and physical measurements at site.
- Ensure bills are prepared as per approved BOQ, work orders, contracts and actual execution.
- Verify supporting documents, deductions, retention, advances and recoveries.
- Resolve billing discrepancies with contractors and project/site teams.
- Maintain contractor-wise billing and payment records.
C. Estimation & Rate Analysis
- Prepare detailed cost estimates and rate analysis for civil and finishing works.
- Review material, labour and subcontractor rates.
- Evaluate rates for extra, substituted and non-BOQ items.
- Assist in tender evaluation, contractor finalization and work-order preparation.
- Assess the cost impact of design changes and scope variations.
D. Cost Control & Quantity Reconciliation
- Monitor project costs against approved budgets.
- Track committed, executed, billed and balance costs.
- Conduct monthly quantity and cost reconciliation.
- Identify cost overruns, abnormal consumption and potential commercial risks.
- Monitor material wastage and major cost drivers.
- Support cost optimization and value engineering initiatives.
E. Variation & Claims Management
- Identify, quantify and document extra items, deviations and variations.
- Prepare variation statements and supporting rate analysis.
- Review contractor claims and verify contractual entitlement.
- Maintain records of approved and pending variations.
- Ensure proper approvals are obtained before processing additional works.
F. Final Accounts & Commercial Closure
- Prepare and finalize contractor final accounts.
- Reconcile final executed quantities with BOQ, work orders and approved variations.
- Close pending claims, deductions, recoveries and commercial adjustments.
- Coordinate with Accounts/Finance for final contractor settlement.
- Maintain complete documentation for project commercial closure.
G. High-Rise Project Coordination
- Work closely with Project Managers, Construction Managers, Planning, Site Engineers and Contractors.
- Monitor tower-wise and floor-wise billing and quantity progress.
- Coordinate billing with actual construction progress.
- Ensure measurements are taken at appropriate stages of high-rise construction.
- Coordinate with Structural, Architectural and MEP teams where required.
- Identify commercial implications of changes in construction methodology or sequencing.

5. Required Skills & Competencies
- Strong knowledge of Quantity Surveying, Billing, Estimation and Cost Control.
- Excellent understanding of BOQ, quantity take-off, measurement and rate analysis.
- Strong hands-on knowledge of high-rise RCC construction and finishing works.
- Experience in tower-wise/floor-wise quantity measurement and billing.
- Good knowledge of construction contracts, work orders and commercial terms.
- Strong analytical and numerical skills.
- Good contractor negotiation and claim management skills.
- Strong communication and coordination abilities.
- Advanced knowledge of MS Excel.
- Working knowledge of AutoCAD and ERP/project management software preferred.
6. Educational & Experience Requirements
- B.E./B.Tech/Diploma in Civil Engineering.
- 8–15 years of relevant experience in real estate/building construction.
- Minimum 5 years of hands-on experience in high-rise residential/commercial projects is mandatory.
- Strong experience in contractor billing, QS, estimation, BOQ, quantity reconciliation and cost control.
- Experience handling multiple contractors and large-scale projects is preferred.
7. Ideal Candidate Profile
An experienced Billing & QS professional with proven expertise in high-rise real estate construction, capable of independently handling BOQ, quantity take-offs, contractor RA Bills, measurements, estimation, rate analysis, cost control, variations, claims and final accounts.
The candidate should have strong commercial understanding, attention to detail and the ability to coordinate effectively with Project, Planning, Site, Commercial, Purchase and Finance teams to ensure timely and cost-effective project delivery.
Pay: ₹900,000.00 - ₹1,200,000.00 per year
