About the role
We are looking for an exceptional Government Business Development & Technical Bid Manager who can drive business through GeM, government tenders, RFPs, EOIs and direct government/PSU opportunities.
This is not a conventional tender-filing or GeM-operator role.
We are looking for someone who combines strong business development skills, deep GeM and government procurement experience, technical bid expertise and practical knowledge of AI.
The ideal candidate should be capable of identifying the right opportunities, developing a winning bid strategy, understanding the technical requirements, coordinating with our technology team, preparing high-quality technical proposals and ultimately helping us win and deliver significant software, AI and digital technology projects.
What you will be responsible forGovernment business development
- Identify and develop business opportunities across Central Government, State Government, Defence, PSUs, autonomous bodies, education, healthcare and other government organisations.
- Build and maintain relationships with government departments, procurement teams, consultants, system integrators, OEMs and implementation partners.
- Develop a strong pipeline of government technology opportunities.
- Proactively identify upcoming projects and procurement opportunities rather than only responding to published tenders.
- Develop partnerships and consortium/subcontracting opportunities where appropriate.
- Drive opportunities from initial identification through qualification, bid, negotiation and order closure.
GeM
- Take ownership of the company's GeM business development and sales strategy.
- Identify suitable GeM opportunities for our software, AI and technology products/services.
- Manage and participate in GeM bids, custom bids, BOQ bids, service bids and other relevant procurement mechanisms.
- Understand GeM processes, policies, eligibility requirements, technical specifications, bid conditions and commercial mechanisms.
- Support product/service catalogue strategy and positioning on GeM.
- Track competitors, pricing and market activity on GeM.
- Develop strategies to improve our success rate on GeM.
- Maintain a structured pipeline and reporting system for GeM opportunities.
Tender and technical bid management
- Identify, evaluate and qualify RFPs, tenders, EOIs, RFQs and government procurement opportunities.
- Analyse tender documents in depth and identify:
- Eligibility requirements
- Technical requirements
- Scope of work
- Evaluation criteria
- Mandatory documents
- Experience requirements
- Financial requirements
- Bid securities/PBG requirements
- Commercial and contractual risks
- Prepare detailed compliance matrices and bid checklists.
- Work with our technical team to develop appropriate solutions and architectures.
- Prepare and coordinate:
- Technical proposals
- Solution approaches
- Technical compliance documents
- Implementation methodologies
- Project plans
- Resource plans
- Architecture descriptions
- SLA/support models
- Training and deployment plans
- Company credentials and case studies
- Coordinate the complete bid process from opportunity qualification through final submission.
- Ensure bids are compliant, technically strong, commercially viable and submitted on time.
- Maintain a library of reusable technical content, case studies, credentials, methodologies and bid components.
AI-enabled business development and bidding
Strong practical knowledge of AI is an important requirement for this position.
You should understand how modern AI tools can be used to significantly improve government business development and bid management.
You will be expected to use AI for activities such as:
- Researching government procurement opportunities and upcoming projects.
- Analysing large RFPs, tender documents and technical specifications.
- Extracting eligibility criteria, deliverables, evaluation parameters and risks.
- Creating and maintaining tender compliance matrices.
- Researching government departments, organisations, competitors and technology requirements.
- Developing bid strategies and win themes.
- Drafting and improving technical proposals.
- Developing solution approaches and implementation methodologies.
- Generating first drafts of architecture, workflows, project plans and technical documentation.
- Reusing and adapting previous proposals and organisational knowledge.
- Analysing competitors and previous tender awards.
- Improving proposal quality, consistency and turnaround time.
- Automating repetitive bid-management and business-development activities.
The candidate should be comfortable working with tools such as ChatGPT, Claude, Gemini, Perplexity, Microsoft Copilot or similar AI platforms, and should understand how to use AI intelligently rather than simply generating generic proposal content.
AI output must be critically reviewed and technically validated. We are looking for someone who can combine AI with real business, technical and tender expertise.

You don't need to be a software developer, but you must be sufficiently technically strong to understand and discuss projects involving:

- Experienced in winning software/IT/technology tenders.
- Strong in technical proposal and bid preparation.
- Comfortable reading and interpreting complex RFPs and technical specifications.
- Commercially astute and able to assess whether an opportunity is worth pursuing.
- Excellent at written and verbal communication.
- Comfortable interacting with senior stakeholders.
- Highly organised and capable of managing multiple bids simultaneously.
- Curious about technology and genuinely interested in AI.
- A strong researcher who can independently find opportunities and information.
- Capable of working independently and taking ownership of the complete business-development cycle.
