Government Sales & Bid Manager – GeM / e-Procurement

Preferred Candidate: Someone who has worked with an IT reseller, system integrator, OEM, distributor, or government tender company.
Job Description
We are looking for an experienced Government Sales & Bid Manager to manage the complete government sales and tendering cycle, including GeM bidding, e-Procurement portals, client relationship management, bid preparation, L1 analysis, and government department coordination.
The ideal candidate should understand how government procurement works and should be comfortable managing both the online bid process and offline relationships with government departments and participating vendors.
Key Responsibilities1. GeM Bid Management
- Regularly monitor and identify relevant GeM bids and opportunities.
- Study bid documents, eligibility criteria, technical specifications, BOQ and commercial conditions.
- Prepare and manage bid documentation.
- Coordinate internally with the sales, technical and procurement teams for bid participation.
- Prepare pricing strategies and L1 calculations for customers and business partners.
- Track bid results, L1 position, reverse auctions and order status.
- Manage the complete bid process from opportunity identification to order execution.
2. e-Procurement & Tender Management
- Search and manage tenders on platforms such as:
- GeM
- CPPP / eProcure
- Rajasthan e-Procurement
- Other relevant government tender portals
- Prepare draft bids and tender responses.
- Understand technical compliance, eligibility criteria and commercial terms.
- Coordinate with OEMs, distributors and internal teams for:
- OEM authorization
- Technical compliance
- MAFs
- Experience certificates
- Turnover documents
- EMD / tender fees
- Performance security
- Other required documents
3. Government Sales & Client Relationship
- Develop and maintain relationships with government departments, institutions and government buyers.
- Regularly connect with existing and potential clients to understand upcoming requirements.
- Identify upcoming procurement opportunities before tenders are published.
- Maintain regular communication with clients and participating parties.
- Visit government departments and clients regularly for meetings, follow-ups and relationship building.
- Maintain a structured database of:
- Departments
- Officers / contacts
- Past purchases
- Upcoming requirements
- Tender history
- Future opportunities
4. Business Development
- Develop relationships with potential parties who may require assistance in participating in GeM bids.
- Build a network of customers, government departments, vendors, OEMs and system integrators.
- Identify future bid opportunities and create a pipeline.
- Connect with potential partners before the tender is released.
- Develop repeat business through regular follow-up and relationship management.
5. Internal Coordination
Coordinate with:
- Sales team
- Purchase team
- Technical team
- OEMs and distributors
- Finance team
- Logistics team
to ensure smooth execution of government orders.
Pay: ₹20,000.00 - ₹40,000.00 per month
