Job Summary
The Proposal Engineer is responsible for preparing detailed weight estimates based on structural requirements and developing accurate cost estimations for Air Pollution Control Equipment (APCE) systems. The role involves floating enquiries for major components, evaluating and comparing vendor quotations, and finalizing component pricing while ensuring compliance with technical requirements, customer specifications, and applicable industry standards.
The Proposal Engineer works closely with the Engineering, Procurement, and Project Management teams to develop technically compliant, cost-effective, and competitive estimation.
Key Responsibilities
Preparation of Estimation
- Review of technical specifications, drawings, and tender documents to understand project requirements.
- Prepare detailed cost estimates for equipment, materials, fabrication, erection, commissioning, and associated services.
- Perform quantity take-offs and material weight estimations based on engineering inputs and design requirements after the completion of proposal.
- Float enquiries to suppliers and subcontractors, evaluate quotations, and finalize pricing in coordination with procurement teams.
- Develop cost sheets, pricing summaries, and bid calculations to support proposal preparation.
- Coordinate with engineering, procurement, project management teams to ensure accurate estimation of project costs.
- Identify technical and commercial risks and incorporate appropriate contingencies in the estimate.
- Ensure compliance with customer requirements, applicable codes, standards, and company guidelines.
- Assist in preparing technical and commercial proposals, bid submissions, and management approval documents.
Documentation & Compliance
- Maintain cost databases, historical records, and estimation tools for continuous improvement of estimation accuracy.
- Preparation of standard template for the estimation of weight based on the type of equipment/buildings.
Qualifications
- Bachelor's Degree in Civil/structural engineering/Mechanical Engineering related field.
- 3–5 years of experience in estimation engineering and cost estimation.
- Experience in industries such as Air Pollution Control Systems, FGD, ESP, Bag Filters, Material Handling, Power Plants, Cement, Steel, or Process Industries is preferred.
Required Skills
- Strong knowledge of cost estimation methodologies and tendering processes.
- Ability to interpret engineering drawings, specifications, and project documents.
- Knowledge of fabrication, manufacturing, and procurement processes.
- Proficiency in Microsoft Excel and estimation software/tools.
- Knowledge in Staad pro will be an added advantage.
- Strong analytical, negotiation, and communication skills.
- Ability to work under tight deadlines and manage multiple proposals simultaneously.
Preferred Experience
Experience in preparing weight & cost estimates for:
- Electrostatic Precipitators (ESP)
- Bag Filters and Dust Collection Systems
- Dry FGD and Wet FGD Systems
- DeSOx and DeNOx Systems
- Ducting Systems
