Job Purpose
The Senior Accounts Manager / Accounts Head will oversee the entire finance and accounts function for our PAN-India skill development projects. This role requires a robust background in managing Government-funded schemes (like PMKVY, DDU-GKY, NULM, State Skill Missions), facing rigorous government audits, ensuring 100% statutory compliance, and managing cash flows across multiple centers from the Jaipur HO.
Key Responsibilities
1. Government Audit & Verification Management (Critical)
- Monthly Audits: Face, manage, and successfully clear monthly and periodic financial audits conducted by various Government Departments, Sector Skill Councils (SSCs), and Central/State Nodal Agencies.
- Verification Reports: Prepare, reconcile, and submit Monthly/Quarterly Verification Reports (MVRs/QVRs) and Utilization Certificates (UCs) in strict accordance with government portals and guidelines.
- Discrepancy Resolution: Promptly address and resolve any audit queries, shortfalls, or data mismatches to prevent funding halts.
2. Fund Mobilization & Project Finance Management
- Fund Seeking: Coordinate with project heads to pitch, apply for, and secure tranches/funds from various government and CSR funding organizations for operational project expenses.
- Fund Allocation & Monitoring: Manage and track project-wise fund disbursements, ensuring funds are utilized strictly as per the approved project guidelines and cost norms.
- Cash Flow Optimization: Monitor the cash inflows (milestone-based government payments) and outflows to maintain a healthy working capital cycle.
3. PAN-India Team & Center Operations
- Remote Team Leadership: Manage, mentor, and track the performance of a decentralized accounts team spread across various states and training centers from the Jaipur HO.
- Center Accounting: Standardize and monitor the accounting practices, petty cash registers, and expense claims of all PAN-India centers.
4. Statutory Compliance & Taxation
- Taxation: Ensure timely deduction, deposition, and filing of GST, TDS, Income Tax, PF, and ESIC.
- Non-Profit/Trust Compliances: (If applicable) Handle compliances related to 12A, 80G, and FCRA regulations.
- Corporate Governance: Keep the organization 100% compliant with all local, state, and central financial laws.
5. Allied Responsibilities (Added Value)
- Budgeting & Forecasting: Prepare annual corporate budgets and project-specific financial forecasts; conduct variance analysis monthly.
- MIS Reporting: Prepare and present comprehensive monthly Management Information System (MIS) reports, profitability statements, and cost-benefit analyses to the executive leadership.
- Vendor & Payroll Management: Oversee the timely processing of vendor payments, consultant fees (trainers/assessors), and PAN-India employee payroll.
- System Automation: Drive the implementation and optimization of ERP/Accounting software (like Tally Prime, SAP, or specialized Skill Development ERPs) for seamless data flow.
Required Profile: Skills & Qualifications
- Education: CA / MBA in Finance / M.Com or equivalent master's degree in Finance/Commerce.
- Experience: 8 to 12 years of core accounting experience, with at least 3–5 years in a leadership role within the Skill Development (NSDC/State Skill Missions) or NGO sector.
- Core Competencies:
- Deep understanding of Government Cost Norms (Common Cost Norms) and Public Financial Management System (PFMS).
- Expertise in handling complex government audits and preparing Utilization Certificates (UCs).
- Proficiency in Tally Prime, Advanced Excel, and various Government Skill Portals (SIP, skill India digital, etc.).
- Strong command over English and Hindi (both written and verbal) to communicate effectively with government officials.
Pay: ₹800,000.00 - ₹1,200,000.00 per year
