About the Role
We are looking for a responsible and detail-oriented Tender & Government Compliance Executive to manage government tenders, statutory compliances, documentation, and day-to-day administrative activities. The candidate will be responsible for handling the complete tendering process and ensuring timely compliance with PF, ESIC, labour laws, government departments, PSU requirements, and other statutory obligations.
Key Responsibilities
1. Tender Management
- Search, identify, and track relevant government and PSU tenders.
- Review tender documents, eligibility criteria, BOQ, EMD, security deposit, technical requirements, and terms & conditions.
- Prepare and submit online/offline tenders within prescribed deadlines.
- Coordinate preparation of technical and commercial bids.
- Prepare tender-related documents, declarations, affidavits, undertakings, certificates, and other required paperwork.
- Monitor tender status, corrigenda, pre-bid meetings, bid openings, LOIs/LOAs, work orders, and contract requirements.
- Maintain a complete database and records of all submitted tenders.
- Coordinate with management, finance, operations, and external agencies for tender requirements.
2. Government & Statutory Compliance
- Handle EPF/PF, ESIC, Labour Welfare, Professional Tax, TDS, GST-related documentation, and other applicable statutory compliances.
- Ensure timely submission of statutory returns, challans, registers, and supporting documents.
- Maintain employee and labour-related compliance records as required by government authorities and clients.
- Coordinate with labour departments, PF/ESIC offices, government departments, PSUs, and other authorities.
- Keep track of changes in applicable government rules, notifications, labour regulations, and compliance requirements.
- Ensure compliance documentation is available for inspections, audits, and client/PSU submissions.
3. Contract & Labour Administration
- Maintain records of employees, contractual workers, attendance, wages, PF/ESIC details, and other statutory documents.
- Prepare and maintain labour compliance files for government/PSU projects.
- Coordinate submission of monthly compliance documents to clients and principal employers.
- Assist in preparation of wage sheets, muster rolls, attendance records, deployment records, and statutory registers.
- Ensure proper documentation for onboarding, deployment, and exit of contractual manpower.
4. General Administration
- Handle day-to-day administrative documentation and official correspondence.
- Maintain company records, licenses, registrations, agreements, certificates, and renewals.
- Prepare letters, applications, undertakings, declarations, and official communications.
- Maintain physical and digital filing systems.
- Coordinate with internal departments and external consultants/agencies.
- Follow up with government offices and authorities for pending matters.
Required Skills
- Strong knowledge of government tendering and e-procurement portals.
- Practical knowledge of PF, ESIC and labour compliance.
- Knowledge of government/PSU documentation and contractual requirements.
- Good understanding of MS Word, Excel and PDF documentation.
- Strong drafting and documentation skills.
- Excellent follow-up and coordination skills.
- Ability to work under strict deadlines.
- High attention to detail and accuracy.
- Good communication and professional correspondence skills.
- Ability to independently manage multiple tenders and compliance activities.
Preferred Experience
Candidates with experience in:
- Government/PSU tenders
- BHEL, CPWD, PWD, Railways, Municipal Corporations or other government departments
- GeM and other e-tendering portals
- Contractor/labour compliance
- PF & ESIC
- Government contracts and work orders
- Statutory audits and inspections
will be preferred.
Educational Qualification
Graduate in any discipline.
Additional qualification/certification in HR, Labour Laws, Compliance, Administration, Finance or Contract Management will be an advantage.

- Timely and error-free submission of tenders.
- Proper maintenance of tender documentation.
- Timely completion of PF, ESIC and other statutory compliances.
- Zero/minimal compliance lapses and penalties.
- Timely submission of monthly government/PSU compliance documents.
- Effective follow-up with government departments and authorities.
- Accurate maintenance of company and employee records.
Ideal Candidate
The ideal candidate should be highly organized, proactive, legally/compliance-oriented and comfortable dealing with government departments and PSU officials. The person should be capable of independently handling tender documentation, statutory compliance, administrative work, and follow-ups from start to finish.
