Role Overview
Hipster Inc is looking for a senior Proposal & Tender Specialist / Senior B2B Business Development to drive enterprise and government tenders across Singapore and regional markets.
This is role combining:
- enterprise pre-sales
- solutioning
- bid management
- proposal strategy
- technical-commercial positioning
You will own the tender lifecycle from qualification and solution strategy to proposal coordination and Stage B presentations.
You must be comfortable understanding technical architectures while translating them into strong business and operational value for enterprise evaluators.
Key Responsibilities
Bid & Tender Management
- Lead go/no-go evaluation for tenders
- Review requirements, risks, timelines, and win probability
- Define bid strategy, win themes, and proposal direction
- Coordinate end-to-end tender submissions
Solution & Proposal Leadership
- Position tailored “Why Hipster” messaging for each tender
- Translate technical solutions into business value and risk reduction
- Review proposal structure, technical responses, and architecture narratives
- Ensure proposals are customized, relevant, and evaluator-focused
Technical & Commercial Alignment
- Work with engineering teams on:
- AWS/cloud architecture
- APIs and integrations
- SaaS platforms
- enterprise solution design
- Support pricing positioning and commercial justification
- Ensure proposed solutions are scalable and realistic
Stage B & Stakeholder Management
- Prepare and participate in Stage B presentations
- Handle evaluator Q&A and objection management
- Coordinate across Singapore leadership and India delivery teams
Requirements
- Based in Asia, with strong written and spoken English proficiency and working proficiency in Chinese when required.
- 5+ years of experience in one or more of the following areas:
- Enterprise pre-sales
- Bid management
- Solution consulting
- Enterprise SaaS
- System integration
- Strong proposal writing, presentation, and storytelling skills.
- Comfortable leading enterprise technology discussions with both technical and business stakeholders.
- Experience managing government, enterprise RFP/RFQ, tender, or procurement submissions.
- Strong stakeholder management skills, with the ability to coordinate across sales, product, engineering, and leadership teams.
- Able to translate business requirements into clear solution proposals, scopes of work, and commercial responses.
Preferred Background
Experience in:
- AWS/cloud solutions
- SaaS platforms
- Enterprise integrations
- Singapore government/stat board tenders
- System integrators or enterprise consulting firms

- Notion
- Jira / Confluence

- Draw.io / Lucidchart
