Civil Billing Engineer manages project finances, quantity surveying, and contract administration on construction sites. They are responsible for taking site measurements, preparing Running Account (RA) bills, verifying contractor invoices, and tracking material reconciliation. - Bill Preparation & Certification: Prepare and process RA bills for clients and subcontractors based on verified site measurements and work orders.
- Quantity Surveying: Take off quantities from structural/architectural drawings and analyze the Bill of Quantities (BOQ) against specifications.
- Rate Analysis: Analyze costs for new or extra items based on labor, material, and market rates, adhering to standard norms.
- Material Reconciliation: Conduct monthly reconciliations to track actual material consumption (e.g., steel, cement) against theoretical requirements to ensure no wastage.
- Contract Management: Understand and interpret contractual terms to manage variations, price escalations, and claims effectively.
- Reporting: Generate Management Information System (MIS) reports, Measurement Sheets, and Bar Bending Schedules (BBS) to support management decisions.
- Site Coordination: Liaise with site engineers, project managers, clients, and finance teams to ensure timely payment processing and resolve billing discrepancies.
