Reporting to

Role Purpose
- Provide strategic leadership and stewardship of all programme verticals, ensuring that MSCTRF’s interventions remain effective, ethical, compliant, and scalable
- Balance care quality, beneficiary outcomes, regulatory compliance, and cost realities across diverse programme types
- Institutionalise programme design, review, and learning processes, reducing dependence on individual programme heads
Key Responsibilities
1. Programme Strategy and Portfolio Management
● Develop and oversee a coherent programme portfolio strategy aligned to MSCTRF’s mission and 3-year organisational plan
● Ensure strategic clarity on:
○ Which programmes does MSCTRF run
○ Why they exist
○ What outcomes are they expected to deliver
● Periodically assess programme relevance against policy environment, funding trends, and beneficiary needs
● Recommend continuation, redesign, scaling, or closure of programmes based on evidence and organisational capacity
2. Programme Quality and Outcome Oversight
● Define and uphold minimum quality and care standards across residential, government, and community programmes
● Ensure interventions are outcome-oriented, not activity-driven
● Oversee the integration of Monitoring, Evaluation, and Learning (MEL) into programme planning and execution
● Use programme data and learning to drive continuous improvement
3. Government Programme Stewardship
● Provide senior oversight to government-funded programmes, ensuring compliance with guidelines, timelines, and reporting norms
● Act as escalation authority for government interface issues
● Anticipate policy and procedural changes and prepare programme teams accordingly
● Ensure government programmes do not compromise MSCTRF’s care standards or organisational integrity
4. Residential Care and Bodhi Centre Oversight
● Ensure Bodhi Residential Rehabilitation Centre maintains ethical, dignified, and high-quality care practices
● Balance clinical, psychosocial, and operational considerations in residential care
● Oversee safety, safeguarding, and beneficiary rights mechanisms
● Ensure residential programmes remain financially and operationally viable without dilution of care quality
5. Community-based Rehabilitation and Outreach
● Oversee the design and execution of community rescue, rehabilitation, and reintegration programmes
● Ensure community interventions are responsive, ethical, and well-coordinated with government and local stakeholders
● Integrate volunteers and support programmes without operational or safeguarding risks
6. Leadership, Capability, and Team Development
● Lead and mentor second-line programme heads and senior managers
● Ensure role clarity, accountability, and performance management within programme teams
● Reduce person-dependence by institutionalising programme knowledge, documentation, and decision frameworks
● Support leadership succession and internal talent development
7. Cross-functional Coordination
● Work closely with:
○ Director - RM to align programmes with funding commitments and donor expectations
○ Director - Finance on budgets, utilisation, and financial reporting
○ Director - Operations on staffing, infrastructure, compliance, and safety
● Ensure programmes are realistically designed within organisational constraints

Educational Qualifications
● Postgraduate degree in Social Work, Psychology, Public Health, Development Studies, or allied disciplines
● 12+ years of progressive experience in programme leadership roles
● Prior exposure to disability, mental health, or residential care programmes preferred

Compensation
· Gross Salary 1,00,000/- Per Month
· One time relocation allowance*

Pay: From ₹70,000.00 per month
Work Location: In person
