1. Cost Estimation & Budgeting
- Prepare initial cost estimates during the design and feasibility phase.
- Develop detailed Bill of Quantities (BOQ) from construction drawings.
- Assist in setting and managing the overall project budget.
- Update cost plans as the design evolves.
2. Tendering & Procurement
- Prepare tender documents including BOQ, scope of work, and specifications.
- Evaluate contractor and supplier bids (commercial evaluation).
- Assist in contractor selection and award of contracts.
- Recommend the most cost-effective procurement strategies.
3. Cost Control & Monitoring
- Track and manage project costs during construction.
- Monitor expenditure vs. budget.
- Identify and report cost variances or potential overruns.
- Recommend cost-saving alternatives and value engineering options.
4. Measurement & Valuation
- Measure quantities of materials and work done on-site.
- Prepare interim payment applications for contractors and verify their claims.
- Evaluate variations and prepare change orders or variation orders (VOs).
- Conduct final account reconciliation at the end of the project.
5. Contract Administration
- Interpret and administer construction contracts (FIDIC, NEC, JCT, etc.).
- Ensure all parties fulfill their contractual obligations.
- Handle contract correspondence and maintain documentation.
- Support dispute resolution and claims assessment.
6. Site Visits & Coordination
- Visit sites regularly to track progress and verify work quantities.
- Coordinate with engineers, project managers, and site staff for accurate reporting.
- Identify discrepancies between drawings, scope, and site conditions.
7. Reporting & Documentation
- Prepare cost reports, forecasts, and cash flow statements.
- Submit reports to clients, consultants, and stakeholders.
- Maintain a record of financial documents, change orders, and agreements.
8. Legal & Regulatory Compliance
- Ensure that all financial aspects of the project adhere to local laws and tax regulations.
- Stay updated on industry standards, cost databases, and labor/material price trends.
- Provide advice on insurance, bonds, and risk management.
