Job Purpose
The Safety & Security Officer shall be responsible for planning, implementing, coordinating, and monitoring all safety, security, disaster preparedness, prevention, emergency response, recovery, and compliance activities across the organization. The role aims to ensure the safety and well-being of students, staff, visitors, and organizational assets by establishing effective safety, security and emergency management systems and fostering a culture of preparedness.
Key Responsibilities
- Develop, implement, and periodically review Safety, Security & Disaster Management Plans (DMPs) and Emergency Response Plans (ERPs).
- Conduct risk assessments and identify vulnerabilities related to natural and man-made disasters.
- Develop mitigation strategies to reduce disaster-related risks and operational disruptions.
- Ensure availability and readiness of emergency equipment, resources, and communication systems.
- Develop and periodically review Building-wise Emergency Management Plans aligned with District Disaster Management Plans and applicable statutory requirements.
- Conduct Hazard Identification, Vulnerability Assessment and Risk Analysis (HIVRA) for all campuses and facilities.
- Identify, monitor, and eliminate fire hazards, unsafe practices, and operational risks that may affect life safety or business continuity.
- Ensure operational readiness of emergency water sources, hydrants, emergency communication systems, rescue equipment, generators, assembly areas, and other emergency infrastructure.
- Support the development and implementation of Business Continuity Plans (BCP) to ensure continuity of academic and administrative operations during emergencies.
Emergency Response Management
Lead and coordinate response efforts during emergencies such as:
- Fire incidents
- Earthquakes
- Medical emergencies
- Building evacuations
- Natural disasters
- Security threats and other crisis situations
- Act as the central point of contact during emergencies and coordinate with internal and external stakeholders.
- Establish incident command protocols and emergency response
- Implement the Incident Command System (ICS) during emergencies and coordinate response operations accordingly.
- Coordinate search & rescue, firefighting support, crowd management, emergency medical response, and post-incident recovery activities.
- Ensure timely restoration of normal operations following emergency situations. Fire Safety Management
- Ensure implementation and monitoring of Fire Prevention and Life Safety Measures in accordance with applicable statutory provisions and the National Building Code (NBC).
- Coordinate obtaining, renewal, and compliance of Fire Safety Certificates wherever
- Ensure regular inspection, testing, and maintenance of firefighting systems including fire extinguishers, hydrants, hose reels, sprinkler systems, smoke detectors, fire alarms, emergency lighting, and exit signage.
- Coordinate with designated Fire Safety Officers and ensure compliance with prescribed fire safety requirements.
- Monitor fire safety compliance during construction, renovation, occupancy, and special events conducted within the organization.
- Design and conduct regular awareness programmes and emergency preparedness training for employees and stakeholders.

- Conduct post-drill evaluations and implement corrective and preventive actions based on observations and lessons learned.
- Ensure compliance with applicable safety regulations, safety & security, disaster management guidelines, and statutory requirements.

- Ensure timely closure of observations and corrective actions arising from inspections, audits, incidents, and mock drills.
Liaison & Coordination
Establish and maintain strong coordination with:
- National Disaster Response Force (NDRF)
- State Disaster Response Force (SDRF)
- Fire Department
- Civil Defence Authorities
- Police and Medical Emergency Services
- District Disaster Management Authorities and other Government Agencies
- Municipal Authorities
- District Fire Officer
- Hospitals and Ambulance Service Providers
- Electricity, Water Supply and other Utility Service Providers
- Facilitate external inspections, audits, and emergency preparedness
- Prepare incident reports, risk assessment reports, compliance reports, and management updates.
- Maintain emergency contact databases and resource
- Recommend policy improvements based on lessons learned and emerging best
- Maintain Safety & Security Management Plans, Emergency Response Plans, Fire Safety documentation, inspection registers, emergency equipment inventories, Statutory compliance records, and training records.
- Conduct post-incident investigations and Root Cause Analysis (RCA), and recommend corrective and preventive measures to prevent recurrence.
- Maintain records of corrective actions arising from incidents, inspections, audits, and mock drills.

- Bachelor’s Degree in Disaster Management, Safety Management, Emergency Management, Public Administration, Defence Studies, Fire & Safety, or a related
- Postgraduate qualification in Disaster Management or Emergency Management will be preferred.
- Relevant certifications in Disaster Management, Emergency Response, Fire Safety, Incident Command Systems, or related fields will be an added
- Certification in First Aid & CPR, Occupational Health & Safety (OHS), Business Continuity Management (BCM), Disaster Risk Reduction (DRR), or Industrial Safety shall be desirable.
- Senior officer with substantial experience in safety, security, disaster management, emergency response, safety, and crisis
- Candidates who are NDRF/SDRF trained or certified shall be given preference.
- Preferably retired or early-retired personnel from:
- Armed Forces
- National Disaster Response Force (NDRF)
- State Disaster Response Force (SDRF)
- Fire Services
- Civil Defence
- Other recognized emergency response organizations
- Proven experience in conducting mock drills, emergency response exercises, safety audits, and training
- Strong experience in coordinating and liaising with government emergency response agencies and regulatory
- Excellent leadership, communication, crisis management, and decision-making

Experience Required
- Minimum 10—15 years of relevant experience in disaster management, emergency response, safety operations, defence services, fire services, or related fields.
- Demonstrated experience in planning and managing emergency preparedness and response programmes.
- Experience in fire safety management, statutory inspections, regulatory compliance, incident investigation, emergency planning, and business continuity planning shall be preferred.
