Development Alternatives (DA) Group has been promoting ‘inclusive entrepreneurship and women economic empowerment’ – phenomenon characterised by systemic change that enables under-represented groups, such as youth and women, to access entrepreneurship opportunities, leading to social inclusion, quality employment, and sustainable economic growth. Among other states, our footprint is concentrated in Uttar Pradesh, where we run programmes that leverage social innovation tools to unleash entrepreneurial energy among women and youth and build positive, lasting ecosystems around them.
We are looking for a Deputy Manager – Government Liaisioning to join our team in Lucknow, Uttar Pradesh. In this role, you will serve as DA’s primary interface with State Government offices at the block, district, and State levels, as well as with financial and non-financial stakeholders, to drive policy integration and convergence for our rural livelihoods and entrepreneurship projects. You will play a central role in translating field-level programme learnings into policy-level engagement, helping DA’s work scale through stronger alignment with government systems.
1. Government & Stakeholder Liaisioning
- Serve as DA’s primary point of contact for Government liaising and stakeholder coordination, supporting policy integration for rural livelihoods and entrepreneurship projects at the block, district, and State levels.
- Build and sustain relationships with State Government departments – including the Uttar Pradesh State Rural Livelihood Mission (UPSRLM), the Directorate of Industries, the State Level Bankers’ Committee (SLBC), the NABARD Regional Office, and other relevant offices – representing DA in a professional and consistent manner.
- Engage and coordinate with Government, private sector, and civil society stakeholders at the block, district, and State levels to support data collection and policy research.
2. Policy Convergence & Programme Integration
- Identify opportunities to converge DA’s projects with local infrastructure and resources, including Government schemes and programmes, scheme delivery mechanisms, outreach efforts, and grievance-redressal systems.
- Track and report on progress in the policy and financial landscape at the State level, flagging developments relevant to DA’s programmes.
3. Knowledge Management & Documentation
- Collect good practices and innovations from across the country, share them internally and with UPSRLM, and facilitate cross-learning between teams and Government partners.
- Support the development of a Management Information System (MIS) with multi-stakeholder participation, leveraging existing Government infrastructure and resources.
- Draft and maintain impact reports with a policy lens for Government offices and local partners, ensuring documentation is accurate, timely, and useful for decision-making.
Qualification
- Graduate degree in Management, Entrepreneurship, Economics, Rural Development, Social Work, Development Studies, or a related field.
Experience
- 3–6 years of relevant work experience, including prior experience in government liaisioning across block, district, and State levels.
- Experience in stakeholder engagement and multi-sector coordination (Government, financial institutions, and NGOs).
- Experience documenting best practices, case studies, and impact reports, including knowledge-sharing and cross-learning facilitation.
Skills
- Excellent written and verbal communication skills in Hindi and English; familiarity with regional UP dialects is an advantage.
- Ability to analyse data and translate insights into actionable recommendations.
- Strong interpersonal and negotiation skills.
- Problem-solving ability and adaptability in dynamic government environments.
