The Urban Planner will support the Technical Support Unit (TSU) being set up for the Urban Development & Housing Department (UD&HD), Government of Bihar, for the planned development of satellite townships across 11 locations in Bihar, by contributing to spatial analysis, master plan reviews, micro-level planning, and the formulation of development strategies. The position requires strong analytical, technical, and coordination skills, as well as demonstrated experience in urban and regional planning projects.
Roles and Responsibilities:
- Assist in the review of master plans and the preparation of micro-level plans for the proposed satellite townships, including analysis of settlement patterns, growth trends, and functional linkages across the identified township locations in Bihar.
- Coordinate with government departments to collect relevant datasets.
- Assist in preparing regional base maps, thematic maps, and spatial overlays required for the project.
- Support the review of existing acts, rules, Development Control Regulations (DCRs), and land development policies (such as TDR and TOD), and assist in the preparation of urban design, street design, and form-based guidelines.
- Assist in land assembly and Town Planning Scheme (TPS) implementation, including support for urban design and demonstration projects in priority township areas.
- Preparing viable and detailed action plans along with implementation strategies, financial plans, and project phases for the proposals/projects/interventions.
- Facilitate recording of proceedings at various stakeholder meetings as part of the project.
- Prepare reports, planning documents, presentations, and other materials to communicate planning concepts and recommendations.
- Handling information requests, preparing correspondence, arranging conference calls, and scheduling meetings
- Assist in content development and organisation of capacity-building workshops.
- Preparing materials associated with publication and knowledge management functions at CUPP
- Assisting senior experts and the leadership team with group discussions, round-tables, etc.
- Developing work plans, staffing plans, project schedules, managing meetings, etc.
- Managing the work or contracts, including reporting on the progress of work.
- Undertake case-specific site visits, field observations, and ground-truthing activities as and when required to support strategic assessments.
- Contributing to social media presence through occasional content development and exhibiting the work of the center to a wider audience.
Experience: More than 5 years of relevant, full-time work experience.
