Head – Administration & Industrial Relations
Location: Modular Fabrication Facility, Sohar, Sultanate of Oman
Reporting To: Unit Head, Sohar
Role Purpose
To provide strategic and operational leadership for Administration, Industrial Relations, Workforce Management, Government Liaison, Facilities, and Welfare functions at a large Modular Fabrication Facility, ensuring full statutory compliance, harmonious industrial relations, workforce productivity, superior welfare standards, and seamless support to Projects, Clients, and PMT—aligned with best practices of leading EPC, Oil & Gas, and GCC industries.
Key Responsibilities
1. Industrial Relations & Labour Governance
- Head the Industrial Relations function, ensuring a stable, compliant, and productive work environment.
- Prevent, manage, and resolve labour disputes, unrest, and disciplinary matters.
- Conduct domestic enquiries, disciplinary actions, terminations, and settlements strictly as per Oman Labour Law.
- Maintain harmonious relations between management, workmen, and authorities.
- Lead IR risk assessment and mitigation strategies.
2. Omani Nationals (Omanization) – End?to?End Ownership
- Full lifecycle management of Omani Nationals, including:
- Recruitment, onboarding, deployment
- Performance management and retention
- Career progression and succession planning
- Ensure achievement and sustainability of Omanization targets.
- Interface with Ministry of Labour on all Omanization matters.
3. Workforce Planning, Mobilization & Control
- Overall responsibility for workforce planning, mobilization, allocation, demobilization, and optimization.
- Maintain control over manpower strength, productivity, and deployment efficiency.
- Monitor compliance with contractual manpower commitments to Oil & Gas clients.
4. Administration Leadership
- Head site and facility administration, covering offices, logistics, assets, and administrative services.
- Develop and implement SOPs aligned with GCC EPC best practices.
- Budgeting, cost control, and optimization of administrative expenses.
5. Labour Camp, Staff Accommodation & Welfare Facilities
- End?to?end management of Labour Camps ensuring:
- Compliance with Ministry of Labour, Health, and Municipality regulations
- Hygiene, safety, catering, recreation, and accommodation standards
- Manage Staff Accommodation Facilities, including allocation, maintenance, security, and welfare services.
- Conduct inspections and audits to ensure compliance with client and statutory norms.
6. Medical Center & Occupational Health
- Oversee onsite Medical Center / Occupational Health Facilities.
- Ensure statutory medical coverage, emergency readiness, and fitness?to?work compliance.
- Coordinate health surveillance and wellness initiatives.
7. Infrastructure Development & Facility Expansion
- Plan and oversee infrastructure development, including:
- Offices and administration buildings
- Workmen leisure and recreation rooms
- Toilet and washroom facilities
- Building expansions based on manpower growth
- Coordinate with Engineering, Project, and HSE teams to ensure compliance and timely completion.
8. Canteen & Catering Management
- Overall management of canteen and catering services for staff and workmen.
- Ensure food quality, hygiene, nutrition, and Municipality compliance.
- Vendor management, cost control, and grievance handling related to catering.
9. Grievance Handling & Employee Engagement
- Establish effective grievance redressal mechanisms.
- Address grievances related to wages, overtime, benefits, accommodation, transportation, and welfare.
- Conduct regular workforce engagement programs and meetings.
10. Compensation, Wages & Benefits Governance
- Ensure timely and accurate wage disbursement in line with WPS requirements.
- Oversee benefits, insurance, medical coverage, leave, and end?of?service benefits.
- Ensure transparency and fairness to avoid disputes.
11. Government Liaison & Statutory Compliance
- Act as primary interface with:
- Ministry of Labour
- Royal Oman Police (ROP)
- Immigration and Municipality authorities
- Manage inspections, audits, and statutory reporting.
- Maintain strong knowledge of Oman Labour Law and Ministerial Decisions.
12. Skill Development – Omanis & Expat Workmen
- Drive skill development and upskilling programs for:
- Omani Nationals
- Expat workmen
- Coordinate training, certifications, competency mapping, and skill matrices.
- Align skill development with project and national objectives.
13. Transportation Services Management
- Ensure smooth and safe transportation services for workmen, staff, PMT, and visitors.
- Oversee fleet management, routing, scheduling, vendor control, and HSE compliance.
14. Client Management & Administrative Support
- Act as single?point admin and IR interface for clients.
- Provide client support related to:
- Office facilities
- Site access
- Accommodation and logistics
- Maintain service standards aligned with Oil & Gas client expectations.
15. PMT (Project Management Team) Administrative Support
- Provide complete administrative support to PMT staff, including:
- Office and facility setup
- Accommodation and transport
- Visa, ID, and statutory coordination
- Ensure uninterrupted PMT operations.
16. Networking & External Relations
- Build strong networks with:
- EPC contractors
- Fabrication yards
- Oil & Gas companies
- Leverage industry networking for best practices, benchmarking, and crisis support.
17. Local Culture & Stakeholder Management
- Demonstrate strong understanding of Omani culture and workplace dynamics.
- Maintain cordial, trust?based relationships with authorities, clients, and local stakeholders.
- Act as a cultural bridge between management and workforce.
18. Risk & Crisis Management
- Identify IR and workforce risks and implement mitigation plans.
- Lead crisis response during disputes, shortages, accidents, or welfare issues.
- Ensure business continuity.
19. Leadership & Governance
- Lead, mentor, and develop admin and IR teams.
- Provide regular MIS, dashboards, and compliance reports to management.
- Uphold company values, ethics, and governance standards.
20. Air Ticketing & Travel Management
- Manage end-to-end air ticketing and travel arrangements for staff and workmen, including mobilization, leave rotations, and emergency travel.
- Ensure cost-effective travel planning through vendor management, budget control, and adherence to company travel policies.
- Monitor travel eligibility, leave entitlements, and maintain accurate travel records in compliance with visa and immigration regulations.
- Handle travel contingencies and provide seamless travel support to workforce, PMT, clients, and senior management.
Candidate Profile
Essential:
- 15+ years’ experience in Construction / Oil & Gas / EPC / Modular Fabrication.
- 8–10 years in Oman or GCC in senior IR & Administration roles.
- Proven handling of large multicultural workforces (3,000+ manpower).
- Strong knowledge of Oman Labour Law, WPS, and GCC practices.
Preferred:
- Experience with L&T / leading EPC or Oil & Gas majors.
- Arabic working knowledge is an advantage.
