Role Summary
The Tender Executive will be responsible for end-to-end management of tendering
processes, including monitoring tender opportunities, preparing compliant technical and
financial bids, managing reverse auctions, ensuring statutory and financial compliance, and
coordinating with internal teams for successful submission and follow-up.
Key Responsibilities
1. Tender Identification and Analysis
Monitor e-procurement portals (GeM, CPPP, state portals, client-specific platforms)
for relevant tenders, RFPs, RFQs, and EOIs.
Analyze tender documents for eligibility, scope of work, technical specifications,
commercial conditions, and evaluation criteria.
Prepare tender feasibility reports and recommendations for management approval.
2. Pre-Bid Coordination
Participate in pre-bid meetings, site visits, and clarification processes.
Track corrigenda, amendments, and addenda issued by the tendering authority.
3. Documentation and Compliance Management
Compile and verify statutory, technical, and financial documents for tender
submission.
Ensure compliance with eligibility criteria, formats, checklists, and submission
deadlines.
Maintain version control and secure storage of tender documents.
4. Technical and Financial Bid Preparation
Coordinate with internal teams to collect inputs for technical proposals and
methodology documents.
Draft, format, and review technical submissions including work plans, team CVs, and
compliance statements.
Prepare financial bids, BOQs, and pricing schedules ensuring alignment with tender
requirements and internal approvals.
5. Reverse Auction and Online Submission Management
Manage online submissions on tendering portals, including uploading documents,
digital signatures, and encryption.
Conduct reverse auctions, monitor live bidding, and recommend optimal bidding
strategies.
Ensure timely acknowledgment and confirmation of submission.
6. Post-Submission Support
Respond to technical and commercial clarifications raised by the tendering authority.
Support negotiations, presentations, and contract discussions as needed.
Track tender outcomes and communicate results to internal teams.
7. Record Keeping and Reporting
Maintain a centralized tender repository with submission status, awards, and validity
periods.
Prepare MIS reports on tender pipeline, bid success rates, and compliance status.
Archive tender documents for audit and reference purposes.
8. Financial and Compliance Oversight
Ensure all financial requirements, such as EMD, bid securities, performance
guarantees, and payment terms, are met & records are maintained for the same.
Verify internal approvals, cost calculations, and adherence to statutory guidelines.
Coordinate with tender authorities & internal teams for recovery of EMD, bid
securities, performance guarantees etc.
Qualifications and Experience
Bachelor’s or Master’s degree in Commerce, Business Administration, Management,
or related field.
3–4 years of experience in handling tenders, e-procurement portals, reverse auctions,
and documentation management.
Experience in government/PSU tenders, including knowledge of statutory and
financial compliance requirements.
Key Skills and Competencies
Strong understanding of tendering processes, portal operations, and reverse auctions.
Knowledge of technical and commercial bid preparation, BOQs, and financial
documentation.
Excellent coordination, documentation, reporting, and communication skills.
Proficiency in MS Office, e-tendering software, and digital data submission
platforms.
Attention to detail, compliance-focused, and capable of handling multiple deadlines.
