We are looking for an experienced Construction Billing Engineer to manage project billing, quantity measurement, subcontractor bills, client RA bills, BOQ tracking, reconciliation, and commercial documentation for solar EPC/construction projects.
The candidate will be responsible for ensuring accurate and timely billing based on actual site progress and contractual BOQ items, while coordinating closely with the Construction, Planning, QA/QC, Procurement, Stores, Commercial and Project Management teams.
Key Responsibilities
1. Site Measurement & Quantity Verification
Take and verify measurements of executed work at site as per approved drawings, BOQ and contractual specifications.
Verify quantities jointly with the site/construction team and subcontractors.
Maintain measurement sheets, Joint Measurement Sheets (JMS) and Measurement Books (MB), wherever applicable.
Track actual quantities executed against approved BOQ quantities.
Identify excess, short or additional quantities and highlight them to the Project Manager/Commercial team.
2. Subcontractor Billing
Prepare and verify subcontractor RA bills based on actual site execution.
Check subcontractor bills against BOQ, work orders, approved rates and contractual terms.
Verify supporting documents such as measurement sheets, work completion records, material reconciliation and approvals.
Ensure applicable deductions such as retention, advances, recoveries, penalties, TDS/GST and other contractual deductions are correctly considered.
Coordinate with subcontractors for clarification and correction of billing discrepancies.
3. Client / Employer Billing
Prepare monthly RA Bills / Running Account Bills for submission to the client/consultant.
Compile measurement sheets, quantity statements and supporting documents required for client billing.
Ensure billing is prepared as per the approved BOQ, contract conditions and payment milestones.
Coordinate with the Planning and Project teams to incorporate certified project progress into billing.
Follow up on bill certification and resolve client/consultant queries.
4. BOQ & Billing Management
Maintain and update the project BOQ and billing database.
Monitor billed, certified and executed quantities.
Track balance quantities against each BOQ item.
Prepare quantity variation statements and identify deviations from the original BOQ.
Support preparation of Extra Item, Non-BOQ Item and Variation Claims.
Maintain records of approved and pending variations.
5. Solar Project-Specific Billing
Handle billing for major solar construction activities such as:
Site grading and development
Excavation and earthwork
Piling / foundation works
MMS/structure installation
Module installation
DC cable laying
AC cable laying
Inverter and transformer installation
Electrical works
Earthing and lightning protection
Road and drainage works
Fencing and other civil works
Testing and commissioning-related activities
Understand drawings, BOQ, specifications and measurement methodology relevant to solar PV projects.
6. Material Reconciliation
Prepare and maintain material reconciliation statements for project materials.
Reconcile materials issued, consumed, installed and balance quantities.
Coordinate with Stores and Site teams for material consumption data.
Identify material wastage and excess consumption and report deviations.
Support reconciliation of materials such as steel, cement, cables, structures, modules and other project materials.
