Role Summary
The Quantity Surveyor (QS) will function as a Project Controller responsible for both planning and budgeting, ensuring effective schedule control (time) and cost control across multiple construction projects. The role involves end-to-end ownership of project schedules, budgets, tracking, and coordination with internal teams and vendors.
Key Responsibilities
1. Project Planning & Scheduling
● Develop master construction schedules for all new projects.
● Review and validate existing schedules for ongoing projects.
● Ensure multi-level schedule planning:
○ Master schedule (project lifecycle)
○ Monthly schedules (issued on 1st of every month)
○ Weekly schedules (shared every Saturday)
○ 3-week rolling site schedules (compressed execution plan)
● Coordinate schedule sign-offs with:
○ Internal project team
○ Site Project Manager
○ Contractors
● Ensure contractor schedules are:
○ Reviewed and validated
○ Aligned with master schedule
○ Attached to contracts before issuance
2. Schedule Monitoring & Control
● Track daily progress using DPR (Daily Progress Reports).
● Identify and report:
○ Delays and their causes
○ Required catch-up plans
● Monitor:
○ Labor availability
○ Contract finalization status
○ Procurement delays
● Communicate deviations through:
○ Daily/regular updates
○ Formal email communication to site teams
3. Monthly Planning & Coordination
● Issue monthly execution plans including:
○ Work targets
○ Contract requirements
○ Material procurement schedules
● Define:
○ Contracts to be finalized (week-wise)
○ Purchase orders to be issued
● Coordinate with:
○ Contracts team
○ Procurement team
○ Site execution team
● Follow up on delays in:
○ Contract awards
○ Purchase order issuance
4. Contract & Procurement Planning
● Prepare contract and package schedules aligned with construction timelines.
● Identify:
○ Long lead items
○ Critical procurement packages
● Ensure timely finalization of:
○ Vendor contracts
○ Material orders
● Provide actionable inputs to procurement teams for execution.
5. Cost Planning & Budgeting
● Prepare and manage project budgets at different stages:
○ R0 Budget – Concept stage (based on historical data)
○ R1 Budget – Post design & consultant inputs
○ R2 Budget – Final budget (mid-project, ~50% completion)
● Ensure budgets are:
○ Reviewed and validated
○ Signed off by all stakeholders:
■ Design team
■ Project team
■ Contracts team
■ Management
● Upload and maintain budgets in ERP systems.
6. Cost Monitoring & Control
● Track project costs against budget on a monthly basis.
● Conduct monthly budget reviews:
○ Planned vs actual spend
○ Forecast vs remaining budget
● Analyze:
○ Cost overruns (reasons and mitigation)
○ Cost savings or underutilization
● Ensure final project cost does not exceed approved budget.
7. Quantity Tracking & Productivity Analysis
● Monitor item-level progress and consumption, such as:
○ Blockwork quantities
○ Material usage
○ Wastage levels
● Perform:
○ Productivity analysis
○ Waste tracking and reporting
8. ERP & Data Management
● Maintain all project data in ERP systems, including:
○ Schedules
○ Budgets
○ Cost tracking
● Ensure accuracy, consistency, and timely updates.
9. Stakeholder Coordination
● Work closely with:
○ Project Managers
○ Contractors
○ Procurement & Contracts teams
○ Design & Consultant teams
● Act as the central coordination point for time and cost-related decisions.
