Construction Health & Safety (H&S) Officer manages risk, ensures legal compliance (OSHA), and prevents accidents on job sites. Core duties include daily inspections, conducting safety training/toolboxes, investigating incidents, enforcing PPE usage, and developing site-specific safety plans to protect workers and avoid costly project delays or penalties. Key Responsibilities & Duties
- Site Inspection & Hazard Identification: Conduct daily, weekly, or monthly inspections to identify hazards in high-energy, high-hazard work areas, including equipment safety, scaffolding, and structural hazards.
- Regulatory Compliance: Ensure compliance with all federal, state, and local regulations (e.g., OSHA), maintaining safety records and filling out documentation like OSHA Form 300.
- Incident Investigation & Reporting: Perform root cause analysis of accidents and near-misses, preparing detailed reports and implementing corrective actions to prevent recurrence.
- Training & Education: Deliver safety inductions for new workers, conduct, and lead safety committee meetings.
- Safety Plan Development: Assist in developing and implementing site-specific safety plans, risk assessments, and Job Safety Analysis (JSA).
- Emergency Response: Organize emergency drills, such as fire safety and excavation rescues.
Required Skills and Qualifications
- Technical Knowledge: Proficiency in safety management software and deep understanding of OSHA standards.
- Communication: Strong interpersonal skills to communicate safety protocols, conduct training, and influence a safety culture among workers and contractors.
- Analytical Thinking: Ability to assess risks and identify potential hazards before accidents occur.
- Certification/Education: Commonly requires a degree in safety management or related field, plus certifications such as OSHA 30-Hour Construction, NEBOSH, or CSP. Safety Evolution.
Typical Daily Activities
- Conducting morning toolbox talks.
- Walking the site to ensure PPE compliance (hard hats, harnesses, vests).
- Reviewing subcontractor safety plans.
- Checking documentation for lifting equipment or hazardous materials.
- Updating safety logs and reporting to project management.
