Purpose of Position:
To support the growth of the organization through effective Engineering, estimation and project management that contributes to accurate and timely completion of contracts. To assist the project management team in the preliminary execution stage of the project and to ensure competitive pricing of tenders during bidding stage in order to maximize sales and the growth.
Key Responsibilities:
1. Responsible for E&I work during Engineering and estimation stage.
2. Review bid/ RFQ documents for material requisition including but not limited to client project specifications, scope of supply, data sheets, P&ID’s, drawings & client requirements to prepare the BOM, required documentation for engineering and during estimation for submission of commercial/technical package.
3. Carry out estimation work (e.g. materials take-off for various electrical and instrumentation items & estimate for E&I works)
4. As required attend client pre/post tender meeting including required site visits.
5. Obtaining techno-commercial offers for raw material prices from suppliers/vendors directly as per Approved vendor list.
6. Review the suppliers’ offer and ensure its compliance with client project specifications at bidding and detail engineering stage.
7. Review supplier offers including but not limited to cable, cable glands, control panel, JB, Data acquisition system, gauges, transmitters, flow meters, analyzers, instrument tubing, actuators etc.
8. Should be able to make data sheets for various electrical and instrumentation items for purchasing purposes.
9. Assist 3D modeler for cable tray routing, instrument tubing routing etc.
10. Should be able to prepare the single line diagram, hookup diagrams, cable schedule etc.
11. Coordinate with the other department head to obtain a more realistic estimate and from ERP, sales dept to compare with similar projects completed.
12. Review all offers/prices of materials/equipment suppliers and sub-contractors’ proposal, as applicable. During tender stage, Estimator to review and select out from offers provided by UES purchasing department from approved/known suppliers/sub-contractors the most competitive offer and ensure that conforms to the technical specs requirement for the project.
13. Finalize/summarize the required estimation costing and prepare draft proposal as per the templates available.
14. Submit estimation to the Engineering & Proposal Manager for review and costing along with the prelim draft technical/commercial proposal.
15. Assist the Engineering & Proposal Manager in the compilation of Bid Package for submission to client including all required accompanying documents.
16. Contract review for newly awarded projects; carry out technical & commercial contract review of contract documents (e.g. PO with its accompany documents such as project specs, drawings) in comparison with submitted quotation, tender docs and post tender bulletins to ensure that all the said documents are matching/in-alignment and check for any +/-variations.
17. Prepares quotation for Electrical and Instrumentation works for metering skids.
Principal Challenges:
1. Full authority of estimates done by subordinates and verify costing with Line manager prior to submission
2. Update the estimate costs with running market rates
3. Accuracy of Cost Estimates and Cost Assessments
4. Costs meeting budget at post order review
5. Manage and liaise with company ERP system
Minimum Academic / Professional Qualification with experience:
1. Bachelor’s degree in Electronics and Instrumentation engineering with minimum 8-10 years of experience in Oil & Gas, Manufacturing industry.
2. Minimum 5-6 years experience with Skids manufacturing company.
Minimum Work Knowledge & Experience :
1. Knowledge of international codes like ASME, ANSI, SHELL DEP, PDO Spec & API, ETEX, IEEX etc.
2. Electrical and Instrumentation works for various process skids like separator, injection skids, GDU, conditioning skids, dosing skids etc…
3. Must have knowledge of reading Fabrication drawing and estimate man hours.
4. Skills on extracting bills of materials from GA, P&ID’s and summarizing cost estimate.
5. Should have knowledge of methods and procedures relating to Fabrication, Inspection, Testing and Painting.
6. Understanding of P&ID’s, PEFS for entire skid packages and experience in electrical / instrumentation items.
7. Project planning and execution experience
8. Familiarity with ISO 9001 procedures.
9. Knowledge of Mechanical designs and Auto CAD drafting practice are an added advantage.
