Role Purpose
The Billing Engineer owns cost and measurement control at site — certifying contractor RA bills against work actually executed, tracking extra items and variations, and reconciling materials — so that client cost exposure stays visible and defensible throughout the programme.
Key Responsibilities
● Cross-check contractor Running Account (RA) bills against site measurements and approved BOQ rates before certification.
● Identify, document and get approval for extra items or variations outside the original scope, before execution where possible.
● Maintain a running material reconciliation register (issued vs. consumed vs. wastage) for key materials.
● Track cumulative billed value against the approved project cost and flag overrun risk to the Project Manager.
● Prepare monthly cost status summaries for the Project Manager's review ahead of client circulation.
● Support final account closure with each contractor at project completion, including retention and snagging deductions.
● Maintain an audit-ready bill file — measurement sheets, approvals, and certified RA bills — for each contractor.
● Check quality/quantity of materials received through the Store-in-Charge and sign GRNs & challans.
● Remain deployed for one additional month beyond the 8-month construction period for billing and financial closure.
Qualifications & Experience
● B.Tech / Diploma in Civil Engineering.
● 6–7 years of experience in construction billing, quantity surveying, or cost engineering.
● Strong command of measurement, BOQ/rate analysis, and RA bill certification processes.
● Proficient in MS Excel; exposure to standard billing/QS software an advantage.
