Job Description – HR Manager
Position: HR Manager – Site Operations & Workforce Management
Experience: 7–8+ Years
Location: Mumbai, with extensive travel across India

About the Role
D’Fine Art Pvt. Ltd. is seeking an experienced and highly disciplined HR Manager – Site Operations & Workforce Management to manage human resources and workforce operations across large-scale Theme Parks, Water Parks, Entertainment Zones, Museums, Interior Projects, factories, and project sites across India.
The ideal candidate should have strong hands-on experience in blue-collar workforce management, contractor management, site manpower planning, attendance, labour coordination, factory workforce, site material coordination, and recruitment across multiple locations.
Candidates with a Military/Defence background and experience in Real Estate, Facility Management, Security Management, Construction, Infrastructure, or large-scale project environments will be strongly preferred.
Key Responsibilities
1. Site Workforce & Blue-Collar Management
- Manage and monitor large-scale blue-collar manpower deployed at project sites.
- Plan manpower requirements based on project schedules and site requirements.
- Maintain discipline, productivity, attendance and workforce deployment.
- Coordinate with Site Managers, Project Managers, Factory Heads and Contractors regarding manpower requirements.
- Handle labour-related issues, absenteeism, misconduct, disputes and workforce grievances.
- Ensure proper deployment of skilled, semi-skilled and unskilled manpower.
2. Contractor & Labour Management
- Manage labour contractors and manpower agencies across projects.
- Verify contractor manpower, attendance, deployment and billing records.
- Ensure contractors comply with company policies and statutory labour requirements.
- Maintain contractor databases, agreements, documentation and performance records.
- Coordinate with contractors for urgent manpower mobilisation at project sites.
- Monitor labour productivity and manpower utilisation.
3. Attendance & Manpower Reporting
- Establish and monitor daily manpower attendance systems for sites and factories.
- Prepare daily manpower reports showing:
· Opening manpower
· New joining
· Present/absent manpower
· Labour deployment
· Contractor-wise manpower
· Skill/category-wise manpower
· Attrition
· Closing manpower
- Track overtime, shift attendance and absenteeism.
- Consolidate site-wise attendance and manpower data for management review.
4. Pan-India Recruitment & Manpower Mobilisation
- Lead recruitment and manpower mobilisation for projects across India.
- Travel extensively to project locations for recruitment and workforce requirements.
- Develop local recruitment networks for blue-collar and site-level positions.
- Recruit supervisors, technicians, fabricators, carpenters, painters, electricians, plumbers, labourers, housekeeping/security staff and another project manpower as required.
- Ensure timely mobilisation of manpower as per project timelines.
- Build a reliable database of skilled and semi-skilled workers across different states.
5. Factory Workforce Management
- Manage manpower requirements and workforce discipline at company factories/workshops.
- Monitor factory attendance, shifts, overtime and manpower deployment.
- Coordinate with production and factory management for workforce planning.
- Support recruitment and retention of skilled factory workers.
- Maintain proper workforce records and documentation.
6. Site Material & Workforce Coordination
- Coordinate with project/site teams regarding labour requirements for material handling, installation, fabrication and execution activities.
- Monitor manpower deployment in relation to material movement and site activities.
- Ensure adequate manpower is available for loading, unloading, shifting, fabrication and installation activities.
- Coordinate with Site Administration and Stores teams where manpower is required for material management.
7. Discipline, Security & Site Administration
- Establish strong workforce discipline across project sites.
- Coordinate with security and facility teams for site access and workforce movement.
- Implement employee/site rules, reporting procedures and code of conduct.
- Monitor unauthorised entry, absenteeism, misconduct and workforce discipline.
- Experience in security management and facility management will be an added advantage.
8. Compliance & Documentation
- Maintain employee, labour and contractor documentation.
- Ensure compliance with applicable labour laws and statutory requirements.
- Coordinate with management/payroll teams for attendance and wage-related inputs.
- Maintain records relating to manpower, contractors, joining, exits and deployment.
- Support audits and statutory inspections whenever required.
9. HR Operations
- Manage joining, induction, transfers, deployment and exit formalities for site workforce.
- Develop HR processes suitable for project-based and mobile workforces.
- Handle employee grievances and disciplinary matters.
- Prepare regular HR and manpower MIS reports for senior management.
- Coordinate with Finance/Accounts for payroll-related attendance and manpower data.
Required Qualifications & Experience
- Graduate degree in HR, Business Administration, Management, or related discipline.
- 7–8+ years of relevant HR experience, preferably in large-scale project/site environments.
- Strong experience in blue-collar and contract labour management.
- Experience managing manpower across multiple sites or locations.
- Willingness to travel extensively Pan-India.
- Experience in Real Estate, Construction, Infrastructure, Facility Management, Security Management, Theme Parks, Hospitality, Manufacturing or Interior Fit-Out industries preferred.
- Military/Defence background will be highly preferred.

Ideal Candidate
A strong, disciplined and field-oriented HR professional who can independently manage the complete workforce ecosystem of D’Fine Art—from Pan-India recruitment and labour mobilisation to site attendance, contractor management, factory manpower, workforce discipline and HR administration—and who is comfortable spending significant time at project sites rather than working only from an office.
Pay: ₹25,640.28 - ₹64,622.56 per month
