Role Objective
The State Head - Odisha is responsible for the end-to-end management, implementation, and profitability of skill development projects within the assigned state. You will act as the primary liaison between the organization and state government bodies (SSDM, SRLM), ensuring that training targets are met, quality standards are maintained, and placement mandates are fulfilled.
Key Responsibilities
1. Project Implementation & Operations
- Oversee the setup and mobilization of training centers (PMKK, DDU-GKY, etc.) as per branding and infrastructure guidelines.
- Monitor daily center operations, including candidate enrollment, biometric attendance, and trainer productivity.
- Ensure the curriculum is delivered as per the National Skills Qualifications Framework (NSQF).
2. Government Liaison & Compliance
- Build and maintain strong relationships with State Skill Development Missions (SSDMs), WCDC officials, SRLMs, and District Magistrates.
- Manage the end-to-end documentation for project cycles: from MoU signing to UC (Utilization Certificate) submission.
- Ensure 100% compliance with Suvidha/Prerelease audits and physical inspections conducted by government agencies.
3. Placement & Industry Linkages
- Drive the placement cell to achieve the mandatory 70%–80% placement rate for certified candidates.
- Organize regional Rozgar Melas (Job Fairs) and sign MoUs with local industries for captive placement.
- Track post-placement tracking and salary documentation for at least 6–12 months.
4. Financial Management
- Manage the state-level P&L (Profit & Loss).
- Ensure timely invoicing and follow up for the release of payment tranches (30:50:20 or project-specific milestones).
- Optimize operational costs without compromising on training quality.
Required Qualifications & Skills
Education
Preferrred MBA, MSW, or Post-Graduate in Social Work/Rural Development/Management.
Experience
8–12 years in Skill Development (at least 3 years in a leadership role).
Project Knowledge
Deep understanding of DDU-GKY SOPs, PMKVY 4.0 guidelines, and state-specific schemes.
Soft Skills
Excellent negotiation, public speaking, and team leadership.
Language
Proficiency in English, Hindi & Regional language (respective to the State).
Pay: ₹50,000.00 - ₹80,000.00 per month
