The Manager – Talent Acquisition is responsible for leading the Talent Acquisition function across the assigned region by delivering workforce plans, strengthening talent pipelines and ensuring consistent recruitment governance across all business functions. The role provides strategic recruitment support to business leaders while leading the regional Talent Acquisition team to deliver quality hiring across Operations, Commercial and Support Functions.
Reporting to the Regional HR Manager, the incumbent drives recruitment delivery across all grades, with direct ownership of leadership and business-critical hiring at L grade and above, while providing governance and oversight for recruitment across P to M grades managed by the regional Talent Acquisition team. The role is accountable for workforce readiness, candidate experience, employer branding, recruitment analytics and seamless transition of new hires to the HR Business Partner and HR Operations teams.
To lead regional Talent Acquisition by delivering high-quality, timely and cost-effective recruitment solutions, building sustainable talent pipelines, strengthening employer branding and ensuring recruitment excellence through robust governance, stakeholder partnership, team leadership and continuous improvement.
Key Roles & Responsibilities:
Regional Talent Acquisition Leadership

Lead the regional Talent Acquisition function, ensuring timely and effective delivery of recruitment across all assigned business functions.

Translate regional workforce plans into proactive recruitment strategies aligned with business priorities and growth plans.

Establish recruitment priorities and resource allocation across the Talent Acquisition team to meet hiring commitments.

Monitor regional hiring performance and ensure achievement of recruitment service levels, workforce readiness and quality of hire.

Drive operational excellence through structured recruitment governance, performance reviews and continuous improvement.
Business Partnering & Workforce Planning

Partner with Regional HR, HR Business Partners and business leaders to understand workforce requirements, succession risks and future hiring needs.

Develop proactive hiring strategies for business-critical and high-volume recruitment requirements.

Provide market intelligence, talent availability insights and compensation trends to support workforce planning and hiring decisions.

Advise business leaders on recruitment strategy, talent availability and hiring risks.

Support organisational restructuring, expansion projects and strategic workforce planning initiatives.
Recruitment Delivery & Leadership Hiring

Oversee end-to-end recruitment delivery across the region, ensuring quality, speed and consistency of hiring.

Personally lead recruitment for L grade and above, business-critical, niche and confidential positions.

Review recruitment progress across all open positions and intervene where additional support or escalation is required.

Ensure consistent assessment standards, structured interviewing and selection quality across all recruitment activities.

Drive effective offer management, candidate engagement and joining conversion for critical hires.
Team Leadership & Capability Development

Lead, coach and develop the regional Talent Acquisition team to deliver consistent, high-quality recruitment outcomes across the region.

Allocate hiring responsibilities based on business priorities, workload and recruiter capability to ensure timely delivery of recruitment commitments.

Conduct regular performance reviews, coaching sessions and capability-building initiatives for the Talent Acquisition team.

Build succession readiness and strengthen recruitment capability through mentoring, knowledge sharing and continuous development.

Foster a culture of collaboration, accountability, customer centricity, integrity and continuous improvement within the Talent Acquisition function.
Recruitment Governance & Compliance

Ensure adherence to organisational recruitment policies, governance standards, approval matrices and hiring processes across the region.

Review recruitment quality, assessment standards, interview processes and selection decisions to ensure fairness, consistency and compliance.

Monitor offer approvals, compensation alignment, background verification, documentation and onboarding readiness.

Ensure recruitment documentation, candidate records and hiring approvals are maintained accurately and in compliance with organisational requirements.

Promote ethical recruitment practices and compliance with diversity, equal opportunity and data privacy standards.
Candidate Experience & Employer Branding

Champion an exceptional candidate experience by ensuring timely communication, professional engagement and seamless recruitment processes.

Strengthen Blue Dart's employer brand through recruitment campaigns, networking events, career fairs, educational institution partnerships and social media initiatives.

Monitor candidate feedback and implement improvements to enhance the overall recruitment journey.

Ensure consistent employer branding across all sourcing channels and candidate interactions.

Promote Blue Dart as an Employer of Choice across the assigned region.
Diversity & Strategic Hiring
-
Lead implementation of regional strategic hiring programmes including Persons with Disabilities (PWD), Women Hiring, National Apprenticeship Promotion Scheme (NAPS), Campus Hiring, Internal Job Postings (IJP), Employee Referral Programmes and Rehire Initiatives.

Partner with business leaders to improve workforce diversity, strengthen talent pipelines and support long-term workforce planning.

Monitor achievement of diversity and strategic hiring objectives and recommend corrective actions where required.

Identify innovative sourcing channels and community partnerships to broaden talent access and strengthen workforce inclusion.
Vendor & Recruitment Partner Management

Build and manage relationships with recruitment consultants, job portals, educational institutions and other external talent partners.

Monitor vendor performance against agreed service levels, quality expectations and recruitment outcomes.

Ensure cost-effective utilisation of external recruitment partners while maximising direct sourcing opportunities.

Evaluate new sourcing channels and recruitment technologies to improve hiring effectiveness.
Recruitment Analytics & Market Intelligence

Review regional recruitment dashboards covering vacancy ageing, time-to-fill, quality of hire, offer acceptance, joining ratios, source effectiveness and recruitment productivity.

Analyse labour market trends, compensation benchmarks and talent availability to support workforce planning and hiring strategy.

Present recruitment insights and recommendations to the Regional HR Manager and business leaders.

Identify recruitment risks, bottlenecks and improvement opportunities through data-driven analysis.

Drive recruitment planning using workforce analytics and business forecasts.
Cross-functional Collaboration

Partner closely with HR Business Partners, Employee Relations, Compensation & Benefits, HR Operations and business leaders to ensure integrated people solutions.

Collaborate with business leaders to understand organisational changes, workforce priorities and future capability requirements.

Support regional HR initiatives, organisational transformation projects and business expansion through effective talent acquisition planning.

Ensure smooth transition of selected candidates to HR Business Partners and HR Operations for onboarding and employee lifecycle management.
Continuous Improvement

Lead continuous improvement initiatives to enhance recruitment efficiency, candidate experience and hiring quality.

Drive adoption of digital recruitment tools, automation, AI-enabled sourcing and recruitment analytics.

Standardise recruitment processes and implement best practices across the region.

Promote innovation and continuous learning within the Talent Acquisition team to strengthen recruitment capability and operational excellence.

Continuously evaluate recruitment processes and implement improvements that enhance business outcomes, stakeholder satisfaction and operational efficiency.
Qualifications & Experience:
Education:
-
Bachelor's Degree in Human Resources, Business Administration, Psychology, Commerce or a related discipline is mandatory.
-
MBA / Master's Degree in Human Resources, Business Administration or Personnel Management will be preferred.
- Professional certification in Talent Acquisition, Recruitment, HR or Assessment methodologies will be an added advantage
Experience:
-
8–12 years of progressive experience in Talent Acquisition, Recruitment or Human Resources, with strong exposure to business partnering and recruitment leadership.

Proven experience in leading end-to-end recruitment across multiple business functions and geographies.

Experience in hiring across Operations, Commercial and Support Functions, with exposure to leadership hiring.

Demonstrated experience in managing recruitment teams, workforce planning and stakeholder management.

Experience in high-volume recruitment, diversity hiring, campus hiring, NAPS, employer branding and strategic sourcing initiatives.
-
Exposure to logistics, transportation, manufacturing, FMCG, retail or other large workforce environments will be preferred.

Strong understanding of recruitment analytics, HRIS, Applicant Tracking Systems (ATS) and talent market intelligence.
