Measurement and Verification
Verify Joint Measurement Records (JMRs) submitted by contractors against executed work on site. Conduct physical measurements and cross-check quantities with approved drawings, specifications, and Bill of Quantities (BOQ). Prepare detailed measurement abstracts and maintain comprehensive measurement records, backup drawings, bill-wise markup drawings, and all supporting documents for audit purposes.
Billing and Certification
Review and verify monthly progress and final bills submitted by contractors for accuracy and compliance with contract terms. Prepare bill certification documents and processing checklists, ensuring all supporting documentation is complete and accurate. Coordinate with the project team to verify work completion percentages and milestone achievements before payment recommendations. Prepare and maintain all bill annexures, including reconciliation statements for client-supplied materials, wastage calculations, mobilization and ad hoc advance calculations, debit notes, recoveries, other required details as per billing formats etc.
Cost Analysis and Documentation
Prepare/review Bar Bending Schedules (BBS) for structural works and conduct detailed on-site scrutiny of contractor-submitted schedules. Review and develop cost proposals and rate analysis for extra items, variations, and additional scope of work. Conduct detailed assessments and validation of contractor cost proposal submissions. Assist in preparing Amendment Orders based on approved non-tender/extra items and approved variations, ensuring proper documentation and cost justification.
Commercial Support
Maintain organized filing systems for all commercial documents, including measurements, bills, abstracts, and correspondence. Support the commercial team in preparing periodic cost reports, payment summaries, and budget tracking documents. Liaise with contractors, site engineers, client representatives, and other required stakeholders regarding billing queries and measurement clarifications.
Compliance and Control Documentation
Ensure all billing and measurement processes comply with contract specifications, company standards, and client requirements. Perform quality checks on all commercial documentation before submission to Client or senior management. Assist in resolving billing disputes and discrepancies through detailed documentation and measurement verification. Ensure strict compliance with legal and other documentation required to process bills. Create weekly, monthly, and quarterly reports for departmental work, e.g. basic rates, bills, payments, NTIs, variations, amendments, budget, cost proposals etc.
