About the Role
We are setting up a new business focused on Railway and Government tenders and are looking for an experienced Railway Tender Specialist who has hands-on experience in identifying, evaluating, preparing, submitting, and managing Indian Railways tenders.
The ideal candidate should have actual experience bidding for Railway tenders and should have a strong understanding of how Railway departments function, including tender procedures, eligibility criteria, technical documentation, financial bidding, EMD, Performance Security, Bank Guarantees, work experience requirements, JV/Consortium provisions, clarifications, negotiations, LOA/LOI and contract award processes.
This is a key position in the organization. The selected candidate will be responsible for building the company's Railway tendering system from the ground up and supporting management in identifying and winning profitable tenders.
Key Responsibilities1. Railway Tender Identification & Tracking
- Regularly monitor Indian Railways, Railway Zones, Divisions, Production Units, PSUs and other relevant government tender portals.
- Identify suitable tenders based on the company's technical capabilities, financial capacity, eligibility and available resources.
- Maintain a systematic database of upcoming, ongoing and awarded Railway tenders.
- Track tender corrigendums, extensions, amendments and important deadlines.
- Identify tenders with potential for JV/Consortium/strategic partnership opportunities.
2. Tender Evaluation & Bid/No-Bid Analysis
- Thoroughly study Railway tender documents, NITs, RFPs, GCC/SCC, BOQ and technical specifications.

3. Tender Preparation & Submission
- Take complete ownership of the tender preparation process from start to submission.
- Prepare and compile all technical and commercial bid documents.
- Coordinate with finance, legal, technical and management teams for required documentation.

- Affidavits
- Undertakings
- Experience certificates
- Turnover certificates
- GST/Income Tax documents
- Registration documents
- Machinery documents
- Technical credentials
- Power of Attorney
- JV/Consortium documentation

- Ensure 100% compliance with tender requirements before submission.
- Submit bids within prescribed timelines and ensure there are no technical/documentary disqualifications.
4. Railway Department & Government Process Knowledge
The candidate must have practical knowledge of how Railway departments function and should be comfortable dealing with government tendering processes.
The candidate should understand the working structure and tender processes involving, where applicable:
- Railway Zones
- Divisions
- Construction Organisations
- Engineering Departments
- Electrical Departments
- Signal & Telecommunication Departments
- Mechanical Departments
- Stores Departments
- Production Units
- Railway PSUs and related government organisations
The candidate should understand the roles of various officers and departments involved in tendering, technical evaluation, financial evaluation, approvals, award and contract execution.
5. Post-Bid Management
- Track tender status after submission.
- Monitor technical evaluation and financial bid opening.
- Respond to tender-related queries and clarifications.
- Coordinate with Railway officials wherever required through proper official channels.
- Track LOA/LOI, Letter of Acceptance, agreement execution and Performance Security requirements.
- Maintain complete records of all submitted bids and their outcomes.
- Analyse unsuccessful bids and identify reasons for rejection.
6. Tender Intelligence & Competition Analysis
- Study previous Railway tenders and awarded rates.
- Analyse historical L1 rates and competitor participation.
- Track major contractors and their bidding patterns.
- Develop tender-wise databases of:
- Estimated cost
- Tender value
- L1 price
- L2/L3 prices where available
- Winning contractor
- Eligibility requirements
- Completion period
- Tender category
- Provide management with insights for determining competitive bidding prices.
7. Building the Tendering Function
As this is a newly established business, the candidate will also be responsible for helping build the company's internal tendering infrastructure.
This includes:
- Developing tender evaluation checklists.
- Creating standard tender documentation templates.
- Establishing tender submission SOPs.
- Creating a tender opportunity pipeline.
- Developing a database of Railway departments and contractors.
- Establishing systems for tracking EMDs, BGs, deadlines and tender status.
- Building a structured repository of company credentials and documents.
- Creating processes to ensure that no tender deadline or compliance requirement is missed.
Mandatory RequirementsEssential Experience
- Minimum 5 years of hands-on experience in Government/Railway tendering.
- Candidate must have personally worked on and submitted Railway tenders.
- Strong experience with Indian Railways tender procedures is mandatory.
- Candidates with only general government tender experience but no Railway tendering experience will not be preferred.
- Experience in preparing both technical and financial bids.
- Strong understanding of Railway tender eligibility and qualification criteria.
- Experience handling EMD, Performance Security and Bank Guarantees.
- Practical knowledge of JV/Consortium requirements.
- Experience working with government tender portals, particularly IREPS, is mandatory/preferred.

Candidate Profile

The ideal candidate should be able to look at a Railway tender and answer:
“Should we bid for this tender, how do we qualify, what documents are required, what are the risks, who can be our JV/strategic partner if required, what is the likely competition, and how should we structure the bid?”
The candidate should be comfortable working independently, taking ownership and building processes in a newly established organisation.

Preferred Qualifications
- Bachelor's degree in Engineering, Commerce, Business Administration or a related field.
- Diploma/degree in Civil, Electrical, Mechanical or Railway-related engineering will be an advantage.
- Relevant experience in Railway tendering will be given significantly higher weightage than academic qualifications.
Compensation
Salary: ESOP+Salary+ variables, per annum, depending on experience and demonstrated Railway tendering expertise.
Performance-linked incentives may be provided based on successful tender acquisition and business generation.

Pay: ₹15,000.00 - ₹30,742.84 per month
