Educational Qualification
- Bachelor's Degree from a recognized University in any discipline.
- Certificate Program in Public Procurement and Contract Management.
- Certification in World Bank Procurement delivered by the Governance Global Practice, World Bank will be preferred.
Experience
- Minimum 5 years of relevant experience in Public Procurement, e-Procurement, Bid Process Management, and Contract Management.
- Experience in Government Departments, Higher Education Institutions (HEIs), Universities, PM-USHA Mission, externally aided projects, or World Bank-funded projects will be preferred.
- Experience in procurement of Works, Goods, Consulting Services, and Non-Consulting Services.
- Hands-on experience with Government e-Procurement portals and tender management systems.
Key Responsibilities
- Manage the complete procurement lifecycle from planning to contract closure.
- Prepare Procurement Plans in accordance with project guidelines.
- Draft and review Bid Documents, Request for Proposals (RFPs), Expressions of Interest (EOIs), and Tender Documents.
- Conduct procurement activities in compliance with PM-USHA, General Financial Rules (GFR), State Procurement Rules, and World Bank Procurement Regulations.
- Coordinate pre-bid meetings and respond to bidder queries.
- Manage online tender publication through e-Procurement portals.
- Support bid opening, technical evaluation, financial evaluation, and preparation of comparative statements.
- Prepare Bid Evaluation Reports and obtain necessary approvals.
- Ensure procurement documentation is complete and audit-ready.
- Monitor procurement timelines and maintain procurement tracking systems.
- Review procurement undertaken by Higher Education Institutions (HEIs) and Universities.
- Assist institutions in improving procurement compliance and documentation.
- Draft contracts, issue work orders, and monitor contract implementation.
- Support contract amendments, variation orders, extensions, and dispute resolution.
- Coordinate with technical, legal, finance, and project teams.
- Prepare procurement progress reports, management reports, and compliance reports.
- Maintain procurement databases and records.
- Assist during internal audits, statutory audits, CAG audits, and World Bank procurement reviews.
- Conduct procurement capacity-building workshops and training sessions for project stakeholders.
- Ensure transparency, fairness, and value for money throughout procurement processes.
- Periodically update project procurement plans and procurement manuals.

- Good knowledge of World Bank Procurement Framework.
- Expertise in procurement planning and contract management.
- Experience in bid evaluation procedures.
- Knowledge of Government e-Procurement systems.
- Strong analytical and documentation skills.
- Excellent report writing skills.
- Proficiency in MS Word, Excel, PowerPoint, and PDF documentation.
- Excellent communication and presentation skills in English and Hindi.
- Ability to work under deadlines and coordinate with multiple stakeholders.
