Department: Supply Chain Management / Purchase & Stores Reports To: General Manager (Operations) / VP (Supply Chain) Experience Required: 8 – 15 Years (Must have direct experience in Steel Manufacturing / Heavy Engineering / Metals Industry) Education: B.E. / B.Tech in Mechanical, Metallurgy, or Electrical Engineering; MBA in Supply Chain / Materials Management is highly preferred. Position Overview The Purchase & Store Manager oversees end-to-end procurement, raw material sourcing, vendor management, inventory control, and store operations within the steel plant. This role ensures seamless operational continuity by acquiring raw materials, capital equipment, spare parts, and consumables while maintaining optimum inventory levels, minimizing holding costs, and ensuring strict compliance with safety and quality standards. Key Responsibilities 1. Procurement & Purchase Management Raw Material & Consumables Sourcing: Procure key steelmaking raw materials (Iron Ore, Sponge Iron, Coal/Coke, Scrap, Ferroalloys, Fluxes), refractories, rolls, chemicals, and industrial gases. Engineering & Spare Procurement: Manage procurement of heavy machinery spares, electrical components, hydraulic systems, and CAPEX/OPEX equipment for SMS (Steel Melting Shop), Rolling Mills, Blast Furnace/DRI plants. Vendor Development & Management: Identify, evaluate, and onboard reliable domestic and international suppliers. Conduct periodic vendor audits, performance evaluations, and rate contract negotiations. Commercial Negotiation: Negotiate rates, payment terms, delivery schedules, and contracts to achieve cost optimization targets. PO Management: Review, approve, and track Purchase Orders (POs) in accordance with plant BOQs (Bill of Quantities) and budget limits. 2. Store & Inventory Control Inventory Management: Implement Min-Max safety stock levels, Reorder Levels (ROL), Economic Order Quantity (EOQ), and ABC/FSN analysis for critical spare parts and raw materials. Store Operations: Oversee material receipt, physical inspection (with QC team), unloading, proper binning, tagging, and systematic storage. Stock Audits & Reconciliation: Direct periodic physical verification of inventory, reconcile stock discrepancies, and report scrap/obsolete inventory. Material Dispatch & Issues: Ensure smooth material issue to production departments (SMS, Rolling Mill, Maintenance) via Material Requisition Slips (MRS). 3. Compliance, Logistics & ERP Systems & Documentation: Drive complete store and purchase workflows on SAP MM, Oracle, or equivalent ERP systems (MRN, GRN, Gate Entry, PO verification). Statutory Compliance: Oversee GST documentation, HSN codes, customs documentation for imports/exports, and transit insurance for heavy machinery. Logistics & Inbound Transportation: Coordinate with logistics vendors, rake operators, and fleet operators for bulk raw material haulage and heavy freight dispatch. Required Skills & Knowledge Technical Expertise: Deep understanding of steel plant machinery, spares, refractories, ferroalloys, and scrap grading. ERP Proficiency: Hands-on experience with SAP MM (Materials Management), Oracle, or equivalent enterprise systems. Negotiation & Commercial Acumen: Mastery in contract terms, Incoterms, LC/Bank Guarantees, and tax compliance (GST, customs). Analytical Ability: Data-driven cost management, consumption pattern analysis, and procurement forecasting. Leadership: Ability to lead cross-functional teams across purchase, stores, logistics, and plant operations.
