Job Title: Collection Executive – Government Payment Collection & Liaisoning
Designation: Executive / Senior Executive – Payment Collection & Government Liaisoning (Final designation will be decided based on experience and interview)
Role Overview
The Collection Executive – Payment Collection & Government Liaisoning role exists to recover CS Direkt's outstanding dues from Central and State Government departments, PSUs, and municipal/development authorities. Payment collection is the primary deliverable of this role, to be achieved by maintaining a continuous, on-ground presence at client offices.
Since CS Direkt works exclusively with government clients, this role is central to cash flow — the person will maintain a full-day on-ground presence at the concerned government department, build and sustain relationships with the relevant officials, track file movement, and personally follow up and push files through each stage of the approval and disbursement process, with sole accountability for converting pending files into realized payment.
Key Responsibilities
- Own end-to-end collection of outstanding payments from assigned government departments is the primary KRA of the role, measured by dues actually realized.
- Maintain a full-day, on-ground presence at the designated government department/office to personally track and follow up on pending payment files.
- Build and maintain strong working relationships with accounts, finance, and administrative officials at client departments to ensure smooth file processing.
- Physically submit, track, and retrieve bills, invoices, completion certificates, and supporting documents required for payment release.
- Identify the exact stage/desk at which a payment file is held up and coordinate directly with the concerned official to move it forward.
- Maintain an updated, project-wise record of all outstanding dues, submitted files, and their current status; share regular status reports with management.
- Liaise with government accountants, audit officials, and treasury/finance departments to resolve queries, discrepancies, or documentation gaps delaying payment.
- Coordinate with CS Direkt's internal finance/accounts team to ensure all documentation (invoices, GST details, PBGs, completion certificates, reconciliation statements) is in order before submission.
- Track collections against monthly/quarterly recovery targets and report realized payments, not just files submitted, to management.
- Escalate long-pending or stuck files to management with clear reasons and recommended next steps.
- Maintain proper etiquette, patience, and professionalism while dealing with government officials over extended, repeated visits.
- Ensure timely renewal/submission of any compliance documents (PBG, insurance, statutory certificates) required to keep payment files active.
Required Skills & Competencies
- Min 5-8+ years of experience in payment/dues collection, government liaisoning, or accounts receivable follow-up, preferably with government/PSU clients.
- Track record of meeting collection targets and converting pending outstanding into realized payment.
- Prior experience dealing with government departments, treasury offices, PWD/works departments, or municipal bodies will be highly preferred.
- Graduate in any discipline; candidates with a background in commerce, administration, or public relations will be preferred.
- Excellent interpersonal skills with the ability to build rapport and long-term relationships with government officials.
- High patience, persistence, and tact to navigate multi-level government approval processes.
- Strong follow-up discipline and attention to detail in tracking files and documentation.
- Basic understanding of invoicing, GST, PBGs, and government billing/audit procedures.
- Willingness to travel and be physically present at government offices for extended periods, including outstation locations as required.
- Good verbal and written communication skills in Hindi and English.
- Basic proficiency in MS Excel/Word for maintaining status trackers and reports.
