The Billing Engineer is responsible for preparing client bills, contractor invoices, quantity takeoffs,
BOQ verification, measurement sheets, and cost tracking for HVAC projects. The position
ensures accurate billing in accordance with contract terms, project progress, and approved
drawings.
Key Responsibilities
Billing & Documentation
Prepare running account (RA) bills and final bills for HVAC projects.
Verify subcontractor and vendor invoices based on site measurements.
Prepare and maintain measurement books (MB) and billing records.
Generate client invoices as per project milestones and contract conditions.
Reconcile quantities executed against BOQ (Bill of Quantities).
Quantity Surveying
Calculate quantities of HVAC equipment, ducting, piping, insulation, supports, and
accessories.
Prepare quantity take-offs from HVAC drawings and specifications.
Monitor quantity variations and prepare variation statements.
Assist in preparation of extra item claims and change orders.
Cost Control
Track project costs against budget.
Monitor material consumption and labor costs.
Prepare cost reports and billing status reports.
Support project management in controlling project expenditures.
Coordination
Coordinate with site engineers, project managers, consultants, and clients.
Obtain approvals for measurements and bills.
Resolve billing-related discrepancies and queries.
Ensure timely submission of invoices and supporting documents.
Contract Management
Review contract terms related to payment and billing.
Maintain records of work orders, amendments, and variations.
Assist in claim preparation for additional works and delays.
Required Qualifications
Bachelor's Degree/Diploma in Mechanical Engineering.
3–5 years of experience in HVAC billing, quantity surveying, or project execution.
Knowledge of HVAC systems including:
o Chillers
o VRF/VRV systems
o Ducting systems
o HVAC piping
o Ventilation systems
o Air handling units (AHUs)
o FCUs and associated equipment
Technical Skills
Quantity estimation and BOQ preparation.
HVAC drawing interpretation.
AutoCAD knowledge.
Microsoft Excel (advanced level preferred).
Rate analysis and cost estimation.
Understanding of tender and contract documents.
