Job Overview
We are seeking an experienced and result-oriented Tender Manager with over 8 years of hands-on expertise in tendering, costing, estimation, and business development within the electrical infrastructure domain. The ideal candidate will take full ownership of the end-to-end tendering process—from identifying business opportunities and performing detailed line-item costing to technical/commercial proposal submission and post-bid negotiations.
You will work closely with engineering, procurement, and management teams to deliver winning proposals for complex turnkey projects, including high-voltage substations, transmission lines, distribution networks, solar EPC, and related electrical infrastructure.
Key Responsibilities
1. Costing & Estimation
- Lead precise BOQ (Bill of Quantities) extraction, costing, and financial estimation for turnkey electrical projects (Substations, Transmission Lines, Distribution Networks, Solar PV, and Industrial Electrical Infrastructure).
- Analyze RFPs, RFQs, technical drawings, and tender specifications to build competitive, risk-mitigated pricing models.
- Coordinate with OEMs, vendors, and subcontractors to obtain competitive material and execution quotes; carry out detailed techno-commercial evaluations.
- Factor in site-specific costs, logistics, civil works, taxes, duties, inflation, and cash flow projections into final estimations.
2. Tender & Bid Management
- Oversee the end-to-end bid lifecycle—from pre-qualification (PQ) and tender preparation to submission and post-bid clarifications.
- Prepare comprehensive technical and commercial proposal documents adhering strictly to client formats and deadline schedules.
- Ensure full compliance with eligibility criteria, statutory guidelines, safety standards, and contract terms.
- Organize and lead pre-bid queries, site visits, and clarification meetings with client authorities and consultants.
3. Business Development & Strategy
- Track and identify upcoming government, PSU, private, and international tender opportunities in the electrical infrastructure space.
- Analyze competitor bidding strategies, win-loss data, and market pricing trends to optimize win rates.
- Build and maintain strong relationships with clients, project consultants, utility boards, and key vendors.
- Participate in pre-bid meetings, client presentations, and contract negotiation stages to secure project awards.
4. Documentation & Compliance
- Ensure complete accuracy and integrity of technical write-ups, methodology statements, bank guarantees (EMD/PBG), joint venture (JV) agreements, and corporate compliance documents.
- Maintain a central repository of past tender data, unit rate banks, vendor rates, and technical credentials to streamline future bids.
- Coordinate with legal and finance teams to identify commercial risks, LD clauses, payment terms, and foreign exchange risks.
Qualifications & Key Requirements
- Education: B.E. / B.Tech) in Electrical Engineering from a recognized university.
- Experience: Minimum 8+ years of dedicated experience in tendering, costing, estimation, and business development in an Electrical EPC / Infrastructure Companies.
- Domain Expertise: Proven track record in handling tenders for:
- AIS / GIS Substations (up to 33Kv, 132kV / 220kV preferred)
- Overhead / Underground Distribution & Transmission Lines
- Solar Power Projects (EPC / Utility scale)
- Technical Skills: Proficiency in MS Excel (advanced modeling), AutoCAD (basic drawing interpretation), MS Project/Primavera (for scheduling baseline timelines), and Tender Portals (e-Procurement platforms).
Core Competencies & Personal Attributes
- Commercial Acumen: Strong understanding of contract conditions (FIDIC, GCC/SCC), taxation structures (GST), and financial metrics (EBITDA, gross margins, cash flow).
- Analytical Skills: High attention to detail in technical estimation, cost risk assessment, and vendor quote benchmarking.
- Communication & Negotiation: Exceptional verbal/written communication skills; strong track record in negotiating vendor prices and contract terms.
Leadership & Ownership: Ability to lead cross-functional bidding teams under tight deadlines with high stress tolerance.
