Job Summary
HEC Enviro India Pvt. Ltd. is seeking an experienced, proactive, and result-oriented Liaising Officer to manage and strengthen relationships with government departments, municipal corporations, statutory authorities, clients, and other key stakeholders. The incumbent will play a critical role in obtaining statutory approvals, ensuring regulatory compliance, coordinating project-related activities, and facilitating the smooth execution of environmental and waste management projects.
The ideal candidate should possess excellent communication and negotiation skills, strong knowledge of government procedures, and proven experience in handling government projects while leading field teams and coordinating with multiple stakeholders.
Key Responsibilities :
Act as the primary liaison between the company and government departments, municipal corporations, statutory authorities, clients, consultants, and other external stakeholders.
Obtain all project-related approvals, permissions, licenses, NOCs, operational clearances, and statutory compliances from relevant government authorities.
Coordinate with municipal corporations, Pollution Control Boards (PCB), Urban Local Bodies (ULBs), local administration, and other regulatory agencies.
Coordinate with government departments and clients for the timely processing, verification, certification, and clearance of project bills and payments.
Follow up with government authorities to ensure timely submission, approval, and release of invoices, running bills, and outstanding payments.
Build and maintain strong professional relationships with government officials and key stakeholders to ensure smooth project execution.
Coordinate with internal departments to ensure timely submission of applications, statutory documents, reports, invoices, and compliance records.
Monitor the status of approvals and proactively follow up with authorities to avoid project delays.
Represent the company during meetings with government departments, clients, consultants, and regulatory bodies.
Resolve field-level administrative, statutory, operational, and coordination issues to support uninterrupted project execution.
Coordinate with contractors, vendors, consultants, and service providers for operational and administrative requirements.
Maintain accurate records of approvals, correspondence, licenses, permits, agreements, statutory documentation, and bill submission records.
Ensure compliance with all applicable government regulations, environmental norms, contractual obligations, and company policies.
Prepare MIS reports and provide regular updates to management regarding liaising activities, approvals, bill status, payment follow-ups, risks, and pending matters.
Support project mobilization activities, including obtaining site access permissions and local administrative clearances.
Travel extensively within Kolkata and surrounding project locations as required.

Qualification :
Bachelor's Degree in Environmental Science, Mechanical Engineering, or a related discipline.
Additional certifications in Project Management, Environmental Compliance, or Government Liaising will be an added advantage.
Experience:
6–10 years of relevant experience as a Liaising Officer or in government liaising, project coordination, or operations.
Mandatory experience in handling government projects and coordinating with government departments, municipal corporations, local authorities, and statutory bodies.
Experience in waste management, environmental projects, water & wastewater treatment, sanitation, infrastructure, or public utility projects will be highly preferred.
Minimum 2–3 years of experience in leading and managing field teams, including planning, supervision, performance monitoring, and team coordination.
Proven experience in obtaining statutory approvals, licenses, permits, and project clearances from government authorities.
Strong stakeholder management, negotiation, and communication skills with the ability to interact effectively with senior government officials, clients, and project teams.

Strong network with government departments and local authorities in Kolkata and West Bengal.
Demonstrated ability to independently manage liaising activities and statutory compliance.
Excellent leadership, team management, and stakeholder engagement skills.
Highly organized with strong documentation and reporting capabilities.
Willingness to travel extensively based on project requirements.
Pay: ₹60,000.00 - ₹720,000.00 per month
