The QS & Billing Engineer is responsible for quantity estimation, preparation of client and subcontractor bills, cost control, measurement verification, rate analysis, and maintaining project billing records. The role ensures accurate project costing and timely certification of bills as per contractual requirements.
Key Roles & ResponsibilitiesQuantity Surveying
- Prepare quantity take-offs from drawings and specifications.
- Verify site measurements and quantities executed.
- Prepare BOQ (Bill of Quantities) and quantity reconciliation statements.
- Conduct rate analysis for extra and non-BOQ items.
- Monitor material consumption and wastage.
- Assist in project budgeting and cost estimation.
Billing Management
- Prepare and submit client RA (Running Account) bills.
- Prepare subcontractor and vendor bills for certification.
- Verify work completed as per approved drawings and specifications.
- Track billing status, certifications, and payments.
- Maintain billing registers and supporting documents.
- Coordinate with site engineers for measurement records.
Cost Control & Monitoring
- Monitor project costs against budget.
- Prepare cost comparison and variance reports.
- Track project progress for billing milestones.
- Assist management in cash flow planning.
- Identify cost-saving opportunities and minimize project overruns.
Contract Administration
- Review contract terms related to measurements and payments.
- Prepare and manage variation orders and claims.
- Maintain records of work orders, amendments, and contractual documents.
- Coordinate with clients, consultants, and contractors regarding billing issues.
Documentation & Reporting
- Prepare weekly and monthly billing reports.
- Maintain measurement books (MB), abstracts, and billing records.
- Ensure all billing documents are properly filed and audited.
- Generate MIS reports for management review.
