Job Purpose
The Junior Billing & Estimation Engineer will be responsible for preparing accurate cost estimations, analyzing structural and architectural drawings to quantify materials, and managing both client and subcontractor billing. This role bridges project site progress with financial tracking to ensure projects remain profitable and within budget.
Key Responsibilities
1. Estimation & Quantity Surveying (QS)
Quantity Take-offs: Extract detailed quantities from structural, architectural, and MEP (Mechanical, Electrical, Plumbing) drawings using AutoCAD or PlanSwift.Bill of Quantities (BOQ): Prepare comprehensive BOQs, budget estimates, and tender documents for upcoming projects or variations.
Rate Analysis: Conduct detailed Rate Analysis for various civil work items (concrete, reinforcement, brickwork, finishes) based on market rates for materials and labor.
2. Billing & Invoice Management
Client Billing: Prepare, submit, and track Periodic/Running Account (RA) bills for clients based on actual site measurements and contract terms.
Subcontractor Billing: Verify and certify measurement sheets submitted by subcontractors, processing their bills while ensuring appropriate deductions (withholding tax, retention, material reconciliation).
Joint Measurements: Coordinate with client representatives and site PMC (Project Management Consultants) to record and sign off on joint measurements.
3. Material Reconciliation & Cost Control
Material Tracking: Perform periodic reconciliation of major construction materials (Steel, Cement, RMC) against theoretical consumption versus actual issue to minimize wastage.
Variation Orders: Identify, document, and evaluate variations/extra items at the site, preparing cost-impact reports for management approval.
4. Documentation & Reporting
MIS Reporting: Maintain Monthly Information System (MIS) reports tracking billing vs. actual cash flow, work certified, and outstanding payments.
Record Keeping: Maintain meticulous documentation of approved drawings, measurement sheets, price escalations, and correspondence regarding deviations.
Key Skills & Competencies
Technical Skills: Deep understanding of IS Codes (e.g., IS 1200 for measurement methods), standard specifications, and tender conditions.
Software Proficiency: Advanced knowledge of MS Excel (macros, pivot tables), AutoCAD, and estimation software. Experience with ERP systems (like SAP or Highrise) is highly desirable.
Analytical Ability: Strong numerical aptitude with an eye for spotting discrepancies between drawings, site realities, and billings.
Negotiation & Communication: Ability to confidently negotiate rate deviations with clients and settle billing disputes with subcontractors.
