About the Role
We are seeking a highly motivated professional with experience in municipal finance and urban local body (ULB) revenue enhancement to support advisory assignments for government and development sector clients. The role involves working closely with Urban Local Bodies, state government departments, and key stakeholders to design and implement strategies for strengthening municipal revenues, improving financial sustainability, and enhancing public financial management practices.
The candidate will contribute to policy advisory, financial analysis, revenue augmentation initiatives, institutional strengthening, and capacity-building interventions across urban governance projects.
Key Responsibilities
Municipal Finance & Revenue Augmentation
- Assess existing revenue streams of Urban Local Bodies (ULBs) and identify opportunities for revenue enhancement.
- Conduct diagnostic assessments of municipal finances, including analysis of own-source revenues, grants, user charges, and non-tax revenues.
- Develop and implement revenue augmentation strategies covering:
- Property Tax
- User Charges and Fees
- Advertisement Revenue
- Trade Licenses
- Municipal Assets Monetization
- Other Non-Tax Revenue Sources
- Support development of financial improvement plans and municipal finance reform roadmaps.
Financial Analysis & Advisory
- Prepare financial models, projections, and municipal financial sustainability assessments.
- Conduct gap analysis of municipal revenue collection systems and recommend process improvements.
- Support budgeting, accounting, financial planning, and fiscal management initiatives for ULBs.
- Assist in preparation of municipal investment plans, capital improvement plans, and resource mobilization strategies.
Stakeholder Management
- Engage with state government departments, ULB officials, development agencies, and other stakeholders.
- Facilitate workshops, consultations, and capacity-building programs for municipal officials.
- Coordinate with project teams and client counterparts to ensure timely project delivery.
Project Delivery & Reporting
- Prepare high-quality reports, presentations, policy notes, concept papers, and client deliverables.
- Conduct primary and secondary research on municipal finance, urban governance, and public financial management.
- Monitor project progress, timelines, and key milestones.
- Support business development activities, proposal preparation, and knowledge management initiatives.
Eligibility Criteria
Educational Qualifications
- CA / CMA / MBA (Finance) / PGDM (Finance)
- Relevant certifications in Urban Finance, Municipal Finance, Public Financial Management, or Infrastructure Finance will be an added advantage.
Experience
- Minimum 5 years of total professional experience.
- At least 2 years of relevant experience in Municipal Finance.
- Experience in consulting/advisory assignments, government projects, urban development programs, or infrastructure sector preferred.
- Experience working with Urban Local Bodies (ULBs), State Governments, Smart Cities, AMRUT, SBM, or other urban sector initiatives will be advantageous.
Pay: ₹1,000,000.00 - ₹2,300,000.00 per year
