The complete governance, planning, execution, and commissioning of all Mechanical, Electrical, and Plumbing (MEP) systems across the entire High Rise Luxurious Project
Project Planning & Strategy
- Develop and own the comprehensive MEP execution plan aligned with the overall project master schedule.
- Establish MEP milestones, resource histograms, procurement schedules, and inspection test plans (ITPs).
- Lead MEP constructability reviews at design, procurement, and pre-construction stages.
- Define the MEP phasing strategy to align with the project's luxury delivery standards and client expectations.
- Conduct risk assessments for MEP scope and implement mitigation measures proactively.
Design Management & Technical Leadership
- Review, evaluate, and approve MEP design drawings, specifications, and BOQs prepared by consultants.
- Manage design coordination between MEP disciplines and other trades (civil, structural, architecture).
- Lead BIM/3D coordination processes to resolve inter-discipline clashes prior to construction.
- Provide technical guidance on selection of MEP systems appropriate for luxury high-rise standards (HVAC, BMS, ELV, firefighting, plumbing, electrical, lifts, etc.).
- Review and approve method statements, material submittals, and shop drawings from subcontractors.
- Advise on value engineering opportunities without compromising system performance or luxury quality.
Procurement & Subcontract Management
- Develop MEP procurement strategy in coordination with the procurement department.
- Evaluate technical bids, prepare technical bid analysis, and recommend award of MEP packages.
- Review and finalize MEP subcontract scopes of work (SOW), terms, and technical annexures.
- Manage subcontractor performance, adherence to scope, quality, schedule, and budget.
- Negotiate and approve variations with MEP subcontractors in coordination with commercial team.
Construction Supervision & Quality Control
- Oversee day-to-day installation activities of all MEP trades on site across all floors and zones.
- Ensure MEP installations comply with approved drawings, specifications, and applicable codes (IBC, NFPA, ASHRAE, IEC, local authority standards).
- Implement and enforce the project's quality management system (QMS) across all MEP activities.
- Conduct and chair regular MEP site inspections, audits, and walk-downs.
- Review and certify MEP progress for interim payment applications (IPAs) from subcontractors.
- Ensure MEP works are executed in sequence to support luxury interior finishing requirements.
Scheduling & Progress Monitoring
- Monitor MEP progress against the baseline schedule; identify delays and drive recovery plans.
- Prepare and present weekly and monthly MEP progress reports to senior management and client.
- Coordinate MEP programme with the project planning team (Primavera P6 / MS Project).
- Track manpower deployment, productivity benchmarks, and material deliveries against plan.
- Coordinate early MEP works (sleeves, conduits, embedded items) with civil/structural activities.
HSE & Regulatory Compliance
- Champion a strong safety culture across all MEP works in line with the project HSE plan.
- Ensure MEP-related Method Statements & Risk Assessments (MSRA) are in place and toolbox talks conducted.
- Liaise with local authorities and utilities (DEWA, SEWA, Civil Defense, TRA, etc.) for approvals, inspections, and connections.
- Manage all MEP NOC and permit submissions to statutory authorities.
- Ensure compliance with environmental regulations during MEP installation and commissioning.
Testing, Commissioning & Handover
- Develop and manage the MEP commissioning plan and schedule in coordination with the project commissioning manager.
- Oversee pre-commissioning, commissioning, integrated testing, and system performance validation.
- Manage HVAC balancing, fire alarm testing, CCTV, access control, BMS integration, and utility connections.
- Ensure preparation of O&M manuals, as-built drawings, warranties, and training documentation.
- Support the handover of MEP systems to the facility management (FM) team and client.
- Manage the MEP defects liability period (DLP) and coordinate timely close-out of snag lists.
Cost Management & Budget Control
- Monitor MEP expenditure against the approved budget and forecast to complete (FTC).
- Review and approve MEP variation orders in line with contractual and commercial procedures.
- Support quantity surveyors in MEP re-measurement, certification, and final account settlement.
- Identify and implement cost-saving measures without compromising quality or luxury standards.
Stakeholder & Client Management
- Act as the primary MEP interface with the client, employer's agent (EA), and consultant team.
- Present MEP progress, risks, and mitigation strategies to the client and steering committee.
- Coordinate MEP requirements with interior designers for luxury finishes and concealed installations.
- Manage relationships with authorities, utility providers, and third-party inspectors.
Team Leadership & Development
- Lead, mentor, and develop a multi-disciplinary MEP engineering team of engineers, coordinators, and supervisors.
- Set performance objectives, conduct appraisals, and identify training needs for MEP team members.
- Foster a collaborative, high-performance culture within the MEP division.
- Coordinate closely with project management, commercial, procurement, and QA/QC departments.
Bachelor's Degree (Mechanical / Electrical / Mechatronics Engineering)
Overall 15+ years experience
Minimum 8-10 years experience with High Rise/ Residential projects
Professional Certifications (Preferred / Advantageous)
