Programs in lucknow rural communities were established to develop community resource persons who could facilitate the initiation of comprehensive manpower development and utilization programs. Major problems inhibiting the development of such manpower programs were fragmentation of social welfare program and lack of total community concern and involvement. These problems were considered to be the result, not of indifference, but of the inability to define action roles or to construct a vehicle through which effective action might be carried out.
The full-time staff person is necessary to provide continuity and incentive. Finally, local leaders, themselves must determine problems, analyze resources, delineate program and service gap and identify program responsibility.
