The Tuscarora Intermediate Unit invites applicants for an opening with Early Intervention Technical Assistance for an Early Intervention Consultant position. EITA is funded through the Office of Child Development and Early Learning/Bureau of Early Intervention and Family Support and is administered through the Tuscarora Intermediate Unit 11. This is a 40-hour workweek with additional hours as needed to complete the necessary assignments. This is a home headquartered position with a signed agreement. Extensive travel within Pennsylvania, and night and weekend work may be required. Experience in assistive technology, low incidence, behavior, instructional design or as a speech language pathologist preferred. Master's degree in a related field preferred.
Positions are available statewide, East, Central and Western PA.

The Early Intervention Consultant for Early Intervention Technical Assistance is directly responsible for supervision and evaluation to the Director and Assistant Director of Early Intervention Technical Assistance. The consultant works under the direction of the Assistant Director and specific Project Managers as assigned for projects, tasks and content development.
Fundamental Duties/Essential Functions
1. Assist with the planning, development and implementation of professional development, statewide and regional training, and technical assistance in conjunction with the assigned Project Manager on behalf of the Bureau of Early Intervention Services and Family Supports (BEISFS), Office of Child Development and Early Learning (OCDEL).
2. Collect, organize, and analyze evaluation information from professional development and training activities.
3. Support continuous improvement efforts by identifying gaps, strengths, and opportunities within professional development and training offerings.
4. Participate in local Early Intervention program verifications as assigned and as requested statewide.
5. Support the development of Quality Enhancement Plans (QEPs) with assigned Infant Toddler and Preschool Early Intervention Programs.
6. Provide on-site technical assistance and local training for Infant Toddler and Preschool Early Intervention Programs, service provider agencies, and others as determined by the QEP or at the direction of BEISFS.
7. Support BEISFS as requested with intensive local technical assistance for compliance issues.
8. Lead and facilitate state or local meetings as assigned.
9. Effectively maintain work priorities to perform a combination of topical state and regional technical assistance activities as well as maintain coordination of local quality enhancement plans and local training.
10. Participate in national or state conferences, workshops and professional development as determined by the Director of Early Intervention Technical Assistance and BEISFS to maintain an awareness of innovations in the field of Early Intervention.
11. Travel locally and statewide to provide technical assistance, training, and attend meetings at various hours including overnight travel, evenings and weekends as required.
12. Record and report daily schedules, training activities and other activities as requested using required databases within prescribed time limits.
13. Perform other tasks as assigned by the Director of Early Intervention Technical Assistance, Assistant Directors and/or the Departments that support EITA.
Required Knowledge, Skills and Abilities
Individuals must possess these skills, knowledge and abilities or be able to explain and demonstrate that the individual can perform the essential functions of the job, with or without reasonable accommodation, using some other combination of skills and abilities. Some requirements may exclude individuals who pose a direct threat or significant risk to the health and safety of themselves or other employees.
1. Knowledge of the Pennsylvania Early Intervention Services System Act of 1990, the Individuals with Disabilities Education Act, Chapter 14 of the School Code, Infant and Toddler Regulations, and relevant Office of Child Development and Early Learning Announcements.
2. Basic knowledge of the OCDEL Family Support Programs.
3. Knowledge of needs assessment and instructional design principles to support the development of local and statewide training and technical assistance.
4. Ability to transport and use necessary technology, equipment, and materials required to perform
essential job functions.
5. Knowledge of the Office of Child Development and Early Learning and the Bureau of Early Intervention Services and Family Supports policies and organizational system.
6. Ability to use databases used by EITA to support statewide initiative work, including the EITA TA database, PELICAN-EI, EI Verification tool, and others as needed.
7. Ability to independently deliver both in-person and virtual professional development to diverse audiences from birth to age five, focused on core competencies in Early Intervention and early childhood.
8. Ability to communicate clearly and effectively in written English, including computer-based communication.
9. Ability to work with a variety of individuals in teams who are geographically dispersed both as a leader and as a participant.
10. Ability to work well and cooperate with the Infant Toddler and Preschool Early Intervention Programs and departmental staff. This includes demonstrating excellent interpersonal skills.
11. Ability to keep current in the key concepts of professional development, adult learning, and implementation science.
12. Ability to facilitate groups effectively.
13. Ability to provide personal, reliable vehicle for own travel requirements
Qualification Standards
1. Education: Master's Degree in related field preferred
2. Experience: Minimum of five years of experience working in an Early Intervention setting or the equivalent.
