We are seeking an experienced and highly analytical Civil Engineer – Planning & Billing to join our Head Office team. The successful candidate will be responsible for monitoring all ongoing construction projects from the Head Office, acting as a central bridge between site operations and senior management. Core duties include preparing comprehensive project MIS, analyzing budgets, verifying RA and contractor bills, tracking project costs, and executing complex material reconciliations. 1. Project Planning & Monitoring
- Monitor the progress of multiple construction projects simultaneously from the Head Office.
- Coordinate seamlessly with Project Managers, Site Engineers, and the Accounts teams.
- Prepare detailed weekly and monthly project progress reports.
- Track project schedules against approved baselines and timelines.
- Identify potential project delays and recommend proactive corrective actions to management.
2. Billing & Quantity Verification
- Prepare, scrutinize, and verify Client RA Bills and Contractor Bills.
- Verify measurements, BOQ (Bill of Quantities) items, and billing documents received from various project sites.
- Coordinate extensively with site teams to gather necessary supporting documents for billing.
- Maintain accurate billing trackers and payment status reports.
- Ensure the timely submission and processing of all bills to maintain project cash flows.
3. Budgeting & Cost Control
- Prepare comprehensive project budgets and baseline cost estimates.
- Perform rigorous budget vs. actual cost analysis on a regular basis.
- Monitor project-wise expenditure to ensure alignment with financial targets.
- Prepare detailed cost variance reports highlighting deviations.
- Assist senior management in strategic project financial planning and forecasting.
4. Project Reconciliation
- Perform meticulous reconciliation of critical project elements, including: Cement, Steel, and Concrete Other major construction materials
- Labour Cost & Machinery Cost
- Vendor and Subcontractor Bills
- Compare budgeted quantities against actual site consumption.
- Identify and report areas of cost overruns, material wastage, or inefficiencies.
- Prepare finalized reconciliation reports for management review.
5. MIS & Management Reporting
- Prepare accurate Daily, Weekly, and Monthly MIS (Management Information System) reports.
- Develop dynamic project dashboards using advanced Excel functions.
- Present clear data on project status, billing status, budget utilization, and overall profitability.
- Generate high-level management reports tailored for executive review meetings.
6. Documentation & Coordination
- Maintain and organize BOQs, Work Orders, Purchase Orders, Rate Analysis, and Contract Documents.
- Coordinate efficiently with Procurement, Finance, and Project execution teams.
- Maintain up-to-date project records and audit-ready billing documentation.
- Ensure all project data is accurately updated and maintained within ERP/MIS systems.
Required Skills:
- Strong foundational and practical knowledge of construction Planning & Billing.
- Expertise in BOQ preparation and accurate quantity estimation.
- Proficiency in budget preparation and complex material/cost reconciliation.
- Proven track record in cost control and remote project monitoring.
- Experience in vendor bill verification and client billing processes.
- Proficiency in AutoCAD for drawing verification and measurement extraction.
- Familiarity with MS Project (MSP) or Primavera P6 is highly preferred.
- Hands-on experience with ERP software (SAP, Oracle, Tally ERP, or specialized construction ERPs).
- Excellent analytical, mathematical, and data reporting skills.
- Strong verbal and written communication abilities for effective cross-departmental coordination.
- Advanced MS Excel Skills: Mastery of Pivot Tables, VLOOKUP/XLOOKUP, INDEX-MATCH, and Dashboard creation.
Candidate Requirements
- Education: B.E./B.Tech or Diploma in Civil Engineering.
- Experience: Minimum 7* to 10 years* of dedicated experience in Planning, Billing, Cost Control, or Project Coordination within the construction sector.
- Sector Preference: Candidates with prior experience in Refineries, Petrochemical plants, Oil & Gas & EPC (Engineering, Procurement, and Construction) Companies sectors will be given priority.
