Job Summary
The Purchase Assistant Manager is responsible for planning, sourcing, negotiating, and procuring raw materials, consumables, capital equipment, and critical spares required for the uninterrupted operation of the integrated steel plant. The role focuses on cost optimization, vendor development, contract management, timely procurement, and maintaining compliance with company policies and industry standards.
Key Responsibilities1. Procurement Planning & Execution
- Develop procurement plans based on production schedules, maintenance requirements, and inventory levels.
- Ensure timely procurement of raw materials, consumables, and spare parts.
- Coordinate with Stores, Production, Maintenance, and Project teams to forecast material requirements.
- Monitor procurement schedules to avoid production disruptions.
2. Strategic Sourcing
- Identify and evaluate potential suppliers for steel plant requirements.
- Source critical materials such as:
- Iron Ore
- Coal and Coke
- Limestone and Dolomite
- Ferro Alloys
- Refractories
- Electrodes
- Industrial Lubricants
- Mechanical, Electrical, and Instrumentation Spares
- Develop alternative sourcing strategies for critical items.
3. Vendor Management
- Evaluate vendor performance on quality, delivery, service, and cost parameters.
- Develop and maintain a reliable supplier base.
- Conduct vendor audits and assessments.
- Resolve supplier-related issues and disputes.
4. Commercial Negotiation
- Negotiate prices, payment terms, delivery schedules, and contractual conditions.
- Achieve annual cost savings through effective negotiations and strategic sourcing.
- Prepare comparative statements and commercial evaluations.
- Ensure procurement at optimum cost without compromising quality.
5. Tendering & Contract Management
- Float RFQs, tenders, and inquiries.
- Analyze technical and commercial bids in coordination with user departments.
- Prepare purchase recommendations and obtain approvals.
- Manage annual rate contracts and long-term supply agreements.
6. Purchase Order Management
- Prepare and release Purchase Orders (POs) through ERP/SAP systems.
- Monitor order status and ensure timely delivery.
- Follow up with suppliers to expedite critical materials.
- Manage amendments and revisions to purchase orders.
7. Inventory Optimization
- Coordinate with Stores to maintain optimum inventory levels.
- Minimize excess inventory and carrying costs.
- Monitor slow-moving and non-moving inventory.
- Ensure availability of critical spares and consumables.
8. Coordination with Internal Departments
- Work closely with Production, Maintenance, Projects, Finance, Quality, and Stores departments.
- Support shutdown and maintenance planning through timely procurement.
- Resolve procurement-related operational issues.
9. Compliance & Documentation
- Ensure compliance with procurement policies and procedures.
- Maintain procurement records, contracts, and supplier documentation.
- Support internal and external audits.
- Ensure adherence to statutory and corporate governance requirements.
10. Market Intelligence
- Monitor market trends and pricing of raw materials and industrial commodities.
- Analyze supplier market conditions and risks.
- Provide management with procurement insights and cost forecasts.

Qualification
- Bachelor's Degree in Mechanical, Electrical, Metallurgical, Industrial Engineering, Supply Chain, or Commerce.
- MBA/Post Graduate Diploma in Materials Management, Supply Chain Management, or Operations Management preferred.
- 5–10 years of procurement experience in Steel, Mining, Power, Cement, or Heavy Manufacturing Industries.
