*Summary*
The General Manager – S&T (Signalling & Telecom) plays a pivotal leadership role within the Railway industry, responsible for providing strategic, technical, and managerial oversight of all Signalling & Telecom (S&T) systems across major infrastructure projects. This senior executive ensures the seamless integration, safety, reliability, and compliance of complex S&T systems critical to rail operations, including train control, communication networks, interlocking systems, and data transmission. With over 20 years of progressive experience in railway engineering and project delivery, the incumbent will drive innovation, optimize performance, and uphold the highest standards of safety and regulatory compliance. This role is instrumental in enabling digital transformation, enhancing operational efficiency, and ensuring the successful delivery of large-scale, high-impact railway projects on time and within budget.
*Responsibilities*
- Provide strategic direction and technical leadership for all Signalling & Telecom initiatives across regional and national railway projects.
- Oversee the design, implementation, testing, and commissioning of S&T systems in alignment with international standards (e.g., EN 50128, IEC 61508, GSM-R, ETCS, CBTC).
- Ensure full compliance with statutory, regulatory, and safety requirements (including RIS, ARA, and national railway safety authorities).
- Lead cross-functional teams of engineers, project managers, and contractors to deliver complex S&T projects with zero compromise on safety or quality.
- Develop and implement long-term S&T roadmaps, including modernization, digitalization, and interoperability strategies for future-ready rail networks.
- Manage project portfolios, budgets, and timelines, ensuring profitability and on-time delivery across multiple concurrent projects.
- Serve as the primary technical authority for S&T matters in stakeholder engagements, audits, and regulatory submissions.
- Champion continuous improvement, innovation, and adoption of emerging technologies such as AI-driven diagnostics, cyber-secure communication systems, and smart rail solutions.
- Mentor and develop high-performance engineering leadership teams, fostering a culture of excellence, accountability, and safety.
- Represent the organization in industry forums, standardization bodies, and government advisory committees related to rail S&T.

- Bachelor’s or Master’s degree in Electrical Engineering, Electronics & Telecommunications, Railway Engineering, or a closely related field.
- Minimum of 20 years of progressive experience in railway Signalling & Telecom systems, with at least 10 years in senior management or leadership roles.
- Proven track record in delivering large-scale, complex railway S&T projects from concept to commissioning, including full lifecycle management.
- In-depth knowledge of railway signaling standards (ETCS, CBTC, ITC, ATS), telecom protocols (GSM-R, IP-based networks), and safety-critical systems.
- Expertise in project management methodologies (PMBOK, PRINCE2), risk assessment, and quality assurance frameworks.
- Strong understanding of railway safety regulations, functional safety (SIL 3/4), and cybersecurity in rail environments.
- Exceptional leadership, stakeholder management, and communication skills with the ability to influence at executive and governmental levels.
- Demonstrated ability to lead multidisciplinary teams across geographies and time zones.
- Proficiency in financial and operational performance management, including cost control, KPIs, and profitability analysis.
- Willingness to travel extensively across project sites and participate in on-site commissioning and troubleshooting activities.
