Job Summary
The Estimation & Contracts Specialist is responsible for preparing manpower cost estimates, pricing proposals, commercial bids, and contract documentation for overseas recruitment and manpower supply projects across Gulf countries. The role ensures commercial competitiveness, contractual compliance, profitability, and effective coordination between clients, operations, finance, and recruitment teams.
Key Roles & Responsibilities
1. Cost Estimation & Pricing
- Prepare detailed manpower cost estimates based on client requirements.
- Calculate salary structures, allowances, benefits, overtime, and statutory costs.
- Develop competitive pricing models for temporary, contract, and permanent staffing solutions.
- Analyse recruitment, mobilization, visa, medical, travel, accommodation, and insurance costs.
- Ensure profitability and compliance with client budgets.
2. Tender & Proposal Management
- Review RFQs (Request for Quotation), RFPs (Request for Proposal), and tender documents.
- Prepare commercial proposals, quotations, and bid submissions.
- Coordinate with recruitment, finance, and operations teams to gather required information.
- Maintain a database of pricing models and historical bid information.
- Monitor tender deadlines and submission schedules.
3. Contract Management
- Draft, review, and negotiate manpower supply agreements.
- Ensure contracts comply with client requirements and applicable labor laws.
- Review payment terms, service level agreements (SLAs), penalties, and liability clauses.
- Monitor contract renewals, amendments, and extensions.
- Maintain contract records and documentation.
4. Commercial Analysis
- Conduct cost-benefit and profitability analysis for manpower projects.
- Evaluate commercial risks and recommend mitigation strategies.
- Monitor project margins and identify opportunities for cost optimization.
- Support management in pricing decisions and contract negotiations.
5. Client Coordination
- Liaison with clients regarding commercial clarifications and contractual matters.
- Participate in pre-bid meetings and commercial discussions.
- Address client queries related to pricing, contract terms, and service delivery.
6. Compliance & Documentation
- Ensure compliance with overseas recruitment regulations and labor laws.
- Verify contractual obligations are aligned with company policies.
- Maintain accurate records of quotations, contracts, amendments, and approvals.
- Support internal and external audits related to commercial contracts.
7. Reporting & MIS
- Generate reports on bids submitted, contracts awarded, win ratios, and profitability.
- Track contract performance and commercial KPIs.
- Present commercial insights and recommendations to senior management.

Preferred Experience
- 3–8 years of experience in manpower supply, staffing, recruitment, EPC, facilities management, construction, or outsourcing industries.
- Experience handling manpower contracts for Gulf countries such as the United Arab Emirates, Saudi Arabia, Qatar, Kuwait, Oman, and Bahrain.
- Understanding of overseas recruitment processes, visa procedures, mobilization costs, and workforce deployment.
Pay: ₹25,000.00 - ₹40,000.00 per month
