Initiate and monitor the preparation and processing of D&C tender documents in line with Company#s tendering and contracting procedures
Coordinate all activities related to preparation of adverts, technical evaluation reports and award recommendations
Develop Scope of Work and technical specs for all D&C related tender process
Responsible for verifying invoices and reviewing capital expenditure to ensure costs are maintained within budget allocation
Develop and maintain strategic relationship with key contractors to ensure best service, commercial terms and surety of services
Ensure #best value# achieved by competitive tendering, effective D&C contract#s structure/terms
Responsible for the day-to-day planning and execution of material and logistics activities, maintaining maximum HSE and operational efficiency.
Liaison with all internal departments and service companies to ensure timely delivery of material and logistics requirement
Maintain adequate stock levels of main/critical items such as casings, bits, liner hardware, x-overs, float equipment etc, and provide essential support to company#s operational requirements in a cost effective manner
Implement call-off requirements assuring compliance to contracts
Evaluate equipment performance with particular reference to reliability, quality of service and #Fit for Purpose# issues
Discuss and review opportunities for optimization of assigned work programme
Support and plan inventory for Well Engineering operations
Collaborate with Well Engineering, Operations Group and Service Companies to identify and capture technology, material and logistics improvement opportunities
Ensure that all rental material is managed in the most cost effective manner in accordance with Company#s procedures and instructions
Implement purchase orders and service orders into tracking system
Provide material status report including material requirement availability versus well schedule
Assess actual condition of material/equipment returned from rig and advise on suitability for future use
Define, initiate and monitor third party inspection requirements throughout delivery period
Advise on opportunity to scrap material no more suitable for operations
Ensure training and development processes are in place for the D&C staff
Ensure key learning and best practices are captured and shared within D&C group
Develop performance improvement initiatives
Modify contract terms & conditions to ensure best performance from service providers
Ensure all newly contracted rigs are mobilized, started up and managed in compliance with Company#s standards
Develop forecasts for D&C material, equipment, services utilization
Ensure safety related incidents or operational non-conformance events relevant to D&C operations are thoroughly investigated and corrective actions put in place
Implement the contractor management process ensuring delivery against KPIs
Should have at least 12 years# experience in E&P industry specifically in drilling, completion, with focus on contracting, procurement and logistics.
