We recognize that shaping the public narrative is just as critical as advancing technical standards. To extract maximum geopolitical and financial value from our international outreach, we are deploying a highly structured Strategic Advocacy & Influence Framework.
The Imperative: Why This Role Matters
Hiring a world-class external marketing agency is only the first step. External agencies, no matter how elite, cannot set sovereign policy or navigate complex diplomatic nuances in a vacuum. The GBA requires a dedicated internal owner to direct, govern, and audit the agency’s outputs.
You will act as the crucial strategic bridge, ensuring the agency executes the GBA's specific Theory of Change rather than generic public relations. You will provide rigorous financial stewardship, prevent scope creep and scrutinize complex billing structures, while serving as the ultimate enforcer of our core "Message House".
Key Impact Areas & ResponsibilitiesAgency Contract & Financial Stewardship
- Operational Leadership: Serve as the day-to-day operational lead managing the external Agency’s Engagement Model.
- Financial Scrutiny: Strictly govern the Fixed Monthly Retainership deliverables and process approvals for event-based scopes, itemized estimates, and pass-through expenses to ensure optimal financial efficiency.
- Contract Enforcement: Enforce Service Level Agreements (SLAs) and apply liquidated damages protocols in the event of critical milestone delays.
Strategic Alignment & Brand Governance
- The Gatekeeper: Act as the ultimate gatekeeper for the GBA’s brand and narrative architecture, ensuring all outputs align strictly with policy mandates.
- Influence Matrix Execution: Guide the agency in aggressive, balanced outreach to Capital Enablers (Governments, MDBs), Industry Implementers, and Global Amplifiers.
- Crisis & Rapid Response: Oversee rapid-response communication protocols to mitigate geopolitical friction and manage reputational risk during fluid situations.
Campaign Execution & KPI Domination
- Media Amplification: Direct the media relations team to secure high-value placements in Tier 1 global outlets (e.g., Reuters, Bloomberg, FT) and premier national dailies.
- Digital Advocacy: Govern the high-impact digital strategy, deploying targeted social media, influencer matrices, and performance marketing campaigns.
- Flawless Global Activations: Coordinate end-to-end delivery of GBA strategic events and multilateral pavilions (COP, G20, BRICS, WEF, UNGA), overseeing VVIP protocol, AV production, and media centres.
- Global Visibility & Brand Penetration: Strategically leverage the agency’s international networks and multimedia channels to exponentially increase the GBA’s global footprint, cementing the Alliance as the undisputed, highly visible global authority on the sustainable energy transition.
- Results-Based Management: Audit performance against rigid KPIs, ensuring targets such as media mentions, cumulative impressions, and /positive media sentiment are met or exceeded.
Who You Are (Person Specification)Education & Experience
- Academic Background: Postgraduate/Tertiary qualification in Media/Communications, Public Relations, International Relations, Business Administration, or a related field.
- Professional Tenure: A minimum of 7–10 years of progressive experience encompassing communications, global PR, or agency account management.
- Agency Management: Demonstrated experience, managing agency contracts for an International Organisation (IO) or an agency.
- Multilateral Expertise: Proven track record of managing communications for international organizations, multilateral development banks, or complex geopolitical initiatives.

- PESO Mastery: Deep, tactical understanding of Paid, Earned, Shared, and Owned media execution at a global scale.
- Contractual Acumen: Strong financial literacy with the ability to ruthlessly audit agency rate cards, production estimates, and pass-through billing structures.
- Diplomatic Tact: Exceptional stakeholder management skills, capable of liaising seamlessly between agency creatives, technical bioenergy experts, and high-level sovereign diplomats.
- Crisis Resilience: Ability to maintain absolute executive calm and direct rapid-response strategies during high-pressure geopolitical situations.
