Purpose of the Role - To ensure Process Safety awareness & oversee the implementation of Process Safety Management Program (PSM) at the site level in line with the central guidelines & strategy set by Central Safety and Operational Risk (S&OR) CoE while maintaining the effectiveness and sustenance of PSM programs. Enable identification & mitigation of Process Safety risks associated with the expansion of facilities and support in the development of Group Defined Practices (GDP) by collaborating with S&OR CoE

Responsibilities -
- Functional Planning and Strategy -
- Oversee end to end execution / implementation of business plans related to PSM at site
- Collaborate with leadership to identify new initiatives/ projects and set operational plans for PSM that meet these future demands
- Participate in Safety maintenance budgeting cycle & process and provide inputs on budget allocation for own sub-function/ team
- Oversee deployment of own budget and ensure efficient utilization and minimum variance in target v/s actual
- Execute corrective and preventive actions in alignment with organizational policies and guidelines
- Mitigate potential risks by promptly addressing issues and minimizing production or quality losses during unplanned failures
- Process Safety Management -
- Provide expert guidance and assistance in the implementation of the Process Safety Management (PSM) program and related Operating Management System (OMS) elements
- Execute the self-verification system for Process Safety elements by identifying gaps and ensuring their resolution in collaboration with relevant stakeholders
- Ensure resolution of identified gaps in implementation of Process Safety elements in PSM and OMS as found in Self-verification, HSE audits and 3rd party audits
- Ensure latest safety standards and procedures are available and accessible for use
- Collaborate with S&OR CoE to implement process safety-related Group Defined Practices (GDP) standards and procedures
- Oversee development and continuous validation of the risk register, ensuring comprehensive identification, assessment, and prioritization of process safety risks across facilities
- Process Safety Improvement & Risk Management -
- Lead the development of Process Safety Improvement initiatives to improve Process Safety performance and provide counselling to department and site leadership on the same
- Collaborate & assist site leadership in identification & development of Process Safety improvement opportunities
- Monitor and analyze leading and lagging process safety performance indicators. Recommend actions for improvement. Liaise with other process safety managers on Site and S&OR CoE to ensure implementation of the identified process safety improvement activities
- Lead risk management studies (PHA, LOPA, SIS, etc.) to identify risks and control measures
- Develop standards for controls and barrier management within the assigned technology area
- Review and assess Management of Change (MOC) requests with respect to additional Process Safety risks. Ensure necessary measures are identified and implemented
- Participate and lead the incident investigation process for Process Safety Incidents
- Validate process safety incident investigations, ensuring that root causes are accurately identified and effective corrective actions are implemented
- Review quality of incident investigation report & Lessons From Incidents (LFI#s) for circulation and learnings. Monitor implementation of recommendations
- Analyze Process Safety Incidents and advice S&OR CoE Team, REAM, plant management for implementation of process safety improvement plans and actions for site as well as technologies
- Analyze Process Safety Investigations and provide guidance to line management with respect to the improvement activities to avoid reoccurrences
- Policies, Processes and Procedures -
- Implement approved policies, processes, procedures and monitor their adherence so that work is carried out in a controlled manner
- Identify opportunities for continuous improvement of policies, processes and procedures taking into account leading practices, improvement of business processes, cost reduction and productivity improvement
- Monitor and enforce compliance with mandatory training requirements, promoting a culture of safety and continuous learning
- Develop strategic initiatives aimed at continually improving process safety performance
- Instill a culture of continuous development and performance within team
- Lead by example by encouraging teamwork, driving results and excellence, developing and grooming talent and demonstrating role modelling behavior
- Proactively participate in recruiting, development & engagement of own team
- Mentor and guide subordinates, elevating their skill levels and fostering a culture of continuous improvement
- Set and communicate clear performance expectations, coach and provide support and regular feedback to own team
- Evaluate training and development requirements for Asset Operations and make recommendations for learning interventions
- Necessary: - Bachelor of Engineering in Chemical/Petro-Chemical/Mechanical/Electrical & equivalent courses (is a must)
- Post graduate diploma in industrial safety (preferred)
- Necessary: 12 to 15 years of experience in Operations/Engineering/Safety
